Minutes August 12, 2014 Meeting

The Salem Township Board of Trustees met August 12, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Kirk Ramsey and Ralph Blanton present. Ralph Blanton led all those present in the pledge to the flag.
Others present: Chief LaFollette, Don Lynch, Mike Kassalen, Asst. Chief Bill Harrison, Ron Stratton, Woodie Davis and Lt. Miller from the Warren County Sheriff’s office.

The minutes were read and approved and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette reported that he had two new part time employees to be approved for employment. They are Anthony Vanderhoust and Joshua Fraser. Kirk Ramsey made a motion to approve the hiring of these two men, seconded by Ralph Blanton.

Chief then brought up the bill for the paving project. It was higher than the price sent out in the spring due to the fact more black top had to be used.
The arm mower is down – will be looked at this week, and the brakes on the International need to have work done. He also mentioned that a few factory recalls have delayed the delivery of the new dump truck.

Assistant Chief Bill Harrison brought up the ISO rating for the fire department. He was happy to report it has improved again. They have gone from a 6Y rating to a 5Y and now down to a 4.4Y. He said this lower number will help residents’ insurance costs go down.

Lt. Miller reported there have been some auto thefts in the area and reminded residents to not leave keys in their cars or leave it unlocked to help prevent auto theft.

Woodie Davis voiced his appreciation for having the trees trimmed on Ward Road. He then asked about the fire department levy that will be on the ballot in November this year. Bill explained to him about the lack of volunteers and the need for part time employees who would be working on a schedule to provide that there would always be someone available for a run.

Mike Kassalen, zoning inspector, turned in two permits. He then brought up a question he had been asked about the boundary between the village and township at Morrow Rossburg and Welch Roads. The current owner asked about making it all village property. The matter was discussed and Ralph Blanton said he’d just leave it as it is. Kirk Ramsey and Heath Kilburn were in agreement with that.

Donald Lynch asked for a copy of the photo of the property just discussed. He then brought up panhandle lots. And he stated he had asked for public records in the past and has not received them. He mentioned the Gooch property encroaching on the state right of way and requested that the zoning inspector check this out. Mr. Kilburn gave the written complaint to Mike Kassalen and asked him to check on this matter.

Ralph Blanton commented on the roads that had paving work done and said they looked good.

Heath Kilburn reported what has been done on the Browning fence dispute. He had paperwork for Mr. Browning to study that would allow the trustees to take appropriate action.

Debbie reported that she had the renewal for the liability insurance with OTARMA. It has gone up a little this year.

Fiscal Business

The fiscal officer prepared checks #14931- #14979, 91735-91758 which totaled $176,358.79.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $9,284.67, which included receipts #8315 - 8321.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:50 P.M. Ralph Blanton seconded the motion.
