Minutes September 9, 2014 Meeting

The Salem Township Board of Trustees met September 9, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Kirk Ramsey and Ralph Blanton present. Mr. Kilburn led all those present in the pledge to the flag.
Others present: Chief LaFollette, Don Lynch, Mike Kassalen, Ron Stratton, Mark Ramsey, Bob Glancy, John Moenster, Lori Hensley and friends.

The minutes were read and approved and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette reported that they had to call in the rescue helicopter three times this period.
Two squads were down at the same time, but are now both running again.
Kirk asked him about mowing along the park tree line. It usually is mowed twice a year.
Salt usage was brought up and the problem of where it can be purchased this year. The county has not been heard from yet, nor has Morton Salt sent out the usual estimate form. Wherever it can be found, it will probably be a lot higher this year than last.

Don Lynch wanted to dispute what Mike Kassalen had said last meeting about the Gooch property porch not encroaching on the telephone pole line. He had photos of the property. He had requested minutes from the variance meetings; doesn’t think there were minutes taken at those two meetings as he has not received copies as requested.

Jim Frederick was present to look into the zoning on an 18 acre property he is looking into buying. Mike Kassalen reported he had filled out an application for a variance, but there are three openings on the Zoning Board of Appeals that have to be filled before they can have a hearing. Michelle Toler and Alan Cornett are still on the board. He will get a notice out about applying for these positions.

Kirk Ramsey commented on how busy the fire department has been lately.

Ralph Blanton thanked John Moenster for all the in-house maintenance he has been able to do on the equipment. He also brought up the 5-year levy that they will be on the ballot this November. They will be happy to attend any group meeting to help get the levy information out to the voters.

Heath Kilburn stated that Norm Kreimer has asked that they check out the area near the culvert at the end of his driveway on Halls Creek Rd.

He also mentioned that the cemetery was looking good.

Mike Kassalen, zoning inspector, turned in two permits. He also had brought copies of minutes that showed he had given Mr. Lynch requested copies.
On the Browning fence line matter, he stated there would be three choices that could be made at a hearing, if it got that far. Nothing has been heard from Mr. Browning since the letter was sent.

Mr. Lynch asked about the copies that were promised to him. Heath said he had given him those copies.

Lori Hensley asked if anything was being done to purchase the adjacent land to have another cemetery. Ralph Blanton told her it had been tabled due to financial reasons. It was discussed that by the time you bought the land and put in roads, would you ever be able to recover that initial cost.

The fiscal officer prepared checks #15035- #15072, 91769-91775 which totaled $29,764.72.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $8,574.91, which included receipts #8351 - #8354.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:30 P.M. Ralph Blanton seconded the motion.
