Minutes October 14, 2014 Meeting

The Salem Township Board of Trustees met October 14, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Ralph Blanton and Kirk Ramsey present. Mr. Kilburn led all those present in the pledge to the flag.

Others present: Don Lynch, Mike Kassalen, Bob Glancy, Woodie Davis, Jim Frederick, Asst. Chief Harrison, Lori Hensley and friend.

The minutes were read and posted on the bulletin board with one correction. Ralph Blanton pointed out that it should have read Zoning Commission, not Zoning Board of Appeals that had members approved.

Fire Department/Roads
Assistant Chief Harrison reported there had been 22 runs last week.
Don Lynch asked him who paid for the levy signs and who had put them out. He was told that they were paid for by the levy committee and that Ralph, Bill and Fred had put them in the yards.

Don Lynch commented on the fire department volunteers; that they should be paid. He asked if the copies that were requested by Ron Stratton at the last meeting were ready. They were and the then complained that he never gets the copies that he requests. He also brought up the street light on ward Road. Ralph told him it was being repaired, not an addition of a new light.

Mike Kassalen, zoning inspector, turned in two permits. One for a new home and one for a pole barn. Mike then told Mr. Lynch that there is no permit for the Gooch property as it is being disputed. So he cannot make a copy. Mike also had a copy of the minutes of the zoning meeting that Mr. Lynch had requested.

Ralph Blanton mentioned that the Zoning Board of Appeals still has vacancies. Mike Kassalen will see about getting new members for this board.

The salt situation was brought up. At the recent meeting held, the Warren County Engineer’s office had found a source for $100 per ton. A purchase order is required by the end of the month.
It was discussed that maybe the township should add onto the salt bin so more salt could be kept on hand.

It was decided that a purchase order for 200 tons of salt should be prepared.

Heath Kilburn asked Mike about the weed problem at Salem Road and St Rt 123. Mike reported he had talked to the owner and told him with a verbal warning that he had 14 days to clean it up. It was decided a letter should go out.

Fiscal Business
Debbie Harper, Fiscal Officer, brought the matter of approval or disapproval of the liquor license that had been issued by the state. There was no objection to this renewal.

Donald Lynch again asked about a $750 payment for a variance hearing fee. He said it should be sometime around July 2010 and October 2010.

The fiscal officer prepared checks #15150- #15207, 91798-91804 which totaled $46,393.76.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $9,854.98, which included receipts #8392 - #8401.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:30 P.M. Ralph Blanton seconded the motion.
