Minutes October 28, 2014 Meeting

The Salem Township Board of Trustees met October 28, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn call the meeting to order at 7:00 P.M. with members Ralph Blanton and Kirk Ramsey present. Ron Stratton led all those present in the pledge to the flag.
Others present: Don Lynch, Mike Kassalen, Bob Glancy, Woodie Davis, Mr. & Mrs. Jim Frederick, Asst. Chief Harrison, Alan Cornett, Gary Mummert, Stuart Smith, Jim Kilburn, Rita Kilburn, Paul Kilburn, Jim Yockey, and Diane Shepherd.

The minutes were read and approved and posted on the bulletin board.

Cemetery Updates

Donald Lynch mentioned the minutes from the zoning meetings and also the $750 variance permit for the Gooch property. He requested a copy of the minutes from tonight’s two public hearings for the zoning change.

Diane Shepherd was present to ask questions regarding her family opening an adult game room in the Roachester area. She went on to explain what kind of games would be offered and stated they would not be sexual in any nature.

Mr. Frederick asked her about the lighting and the times of operation as the sight is across the road from their recent property purchase. She stated the lights would go out at 11:00 PM and the usual customers are 40 plus years of age.
Mr. Lynch asked about the zoning and if it was ok for entertainment businesses to be located there.

Fire Department/Roads
Chief LaFollette asked if Jon Peters could be kept active through November 14, 2014 as Mike Gilbert will be on vacation. Kirk Ramsey asked Fred to keep Mr. Peters on standby for the winter in case he would be needed to help with snow removal and salting.

The furnace in the maintenance barn needs to be replaced. Two bids were received for replacing the furnace. Rod Poppe & Daughters bid was $3870.00 and the bid from Rick’s Heating & Cooling was $4965.00.
Kirk Ramsey made a motion to accept the bid from Poppe & Daughters, seconded by Ralph Blanton. Vote: Mr. Ramsey, yea Mr. Blanton, yea Mr. Kilburn, yea

An update on the salt situation was given; Chief LaFollette said the salt being procured through Warren County will have to be picked up down by the river. It will be $100 per ton and will not be available until sometime in December.

It was reported that the street light on Woodward Claypool Road had been fixed.

There will be two road closures coming up: Mason Morrow Millgrove Road for 8 weeks and Shawhan Road for 3 weeks.
It was mentioned that there was standing water near the Ranch Apartments, but this is not Salem Township’s responsibility.

Chief asked the board to approve the reactivation of the employment of Mark Greatorex with the fire department. He had been inactive, but never resigned and is now coming back to work. Heath Kilburn made a motion to activate the employment of Mark Greatorex, motion seconded by Ralph Blanton,

He also reported the 2003 white dump truck/spreader/snow plow had been sold for $15,530 to the Leo J Brielmaier Company.

Ron Stratton picked up the copies of the minutes he had requested and paid $0.70 at this time.

Mike Kassalen, zoning inspector, turned in two permits for additions. He also turned in receipts for postage. He reported the property at Salem Rd and US 22-3 had been posted. Heath Kilburn told him that it had been cleaned up today.
Kassalen reported he had sent a letter to the property owners of 6349 US 22-3 to clean up debris and old furniture sitting around the property.
He then told the board the results of the Zoning Commission meeting held earlier this evening. They approved the request to change the property from B1 to residential. He said he took minutes, but there was no video recording of the meeting.
He also had looked up zoning for entertainment purposes. He said it is allowed but has to be 100 feet from any residence and the road.

Gary Kilburn asked about Morrow Cemetery and if the trustees planned to expand it. Ralph Blanton told him they were probably about 10 years out from having no more lots to sell. Blanton went on to tell Mr. Kilburn that he is always looking for land that would be suitable for cemetery use. It was mentioned that many of the lots are unused, but the owners or their descendants cannot be found. Fred also said that some of the old records had been destroyed in a flood and that owners are unknown.

Kirk Ramsey had no new business to bring up, but thanked everyone for attending the meeting.

Fiscal Business

The fiscal officer prepared checks #15208-15261, 91805-91817 which totaled $55,331.71.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $113,616.22, which included receipts #8402 - #8421.

With no further business to come before the board, Ralph Blanton made a motion to adjourn the meeting at 7:40 P.M. Kirk Ramsey seconded the motion.
