Minutes December 23, 2014 Meeting

The Salem Township Board of Trustees met December 23, 2014 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Heath Kilburn called the meeting to order at 7:00 P.M. with members Ralph Blanton and Kirk Ramsey present. Heath Kilburn led all those present in the pledge to the flag.

Others present: Don Lynch, Fire Chief Fred LaFollette, Paul Kilburn and Assistant Chief Bill Harrison.

The minutes were read and approved and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette reported he had received an email telling him the salt was in. They will send him instructions with details of the pick-up procedure.

It is again time to send in the representatives for the Volunteer Fire Fighters Dependents Fund. Chief LaFollette listed the following to serve: for the trustees Heath Kilburn and Kirk Ramsey, for the Fire Department, William Harrison and Fred LaFollette (to serve as chairman), and Mike Kassalen.
Kirk Ramsey made a motion to approve the list as presented. Ralph Blanton seconded the motion.

The traffic signs are in for use on Waynesville Road for Christmas Ranch traffic control.

Donald Lynch brought up the street lights on Ward Road again. He asked who pays for these lights and asked why they weren’t put down the whole street. He also asked who paid for the three trees that were recently taken down. He also asked why the David Smith property isn’t made to comply with zoning like the Christmas Ranch is made to do. Ralph Blanton told him that the Christmas Ranch is not a full time business like David Smith’s furniture business is.

Township Business
The fiscal officer presented end of year business to approve. She asked the trustees to set the meeting date and time. It was agreed to continue meeting on the 2nd and 4th Tuesdays at 7:00 P.M. Kirk Ramsey made a motion to pass Resolution 14-1223 to set the meeting dates for the trustees’ meeting as the 2nd and 4th Tuesdays of each month to begin at 7:00 P.M. Ralph Blanton seconded the motion.

The trustees were then asked to declare their preference of how they wanted to receive their salary in 2015. After a poll of the trustees’ was taken, Ralph Blanton made a motion to pass Resolution 14-1223A to verify that the Board of Trustees were in agreement to receive their 2015 salary on a monthly basis. Kirk Ramsey made a motion to pass Resolution 14-1223B to approve the year end modifications to the 2014 Appropriations as more revenue was received in November and December. Ralph Blanton seconded the motion.

The next item of business was to approve the temporary appropriation for Fiscal Year 2015.
Debbie Harper, Fiscal Officer presented the amounts for the Temporary Appropriation and requested the Board approve those amounts. Ralph Blanton made a motion to pass Resolution 14-1223C that to provide for the current expenditures and other expenses of the Board of Trustees of Salem Township, during the Fiscal Year ending December 31, 2015, the following sums be set aside and appropriated for the purposes for which expenditures are to be made for and during said Fiscal Year as follows:

Kirk Ramsey seconded the motion.

The fiscal officer prepared checks #15399-15459, 91839-91852 which totaled 59,855.74.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,946.02 which included receipts #8461 - #8485.

Donald Lynch asked for the floor again and brought up the notice in local paper regarding vacancies on the zoning board. He made comments about the requirements.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:20P.M. Ralph Blanton seconded the motion.
