Minutes February 24, 2015 Meeting

The Salem Township Board of Trustees met February 24, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with member Heath Kilburn present. Kirk Ramsey was absent. Ralph Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Fire Chief Fred LaFollette, Bob Glancy, Mike Kassalen, Paul Kilburn, Ron Stratton and Asst.Chief Bill Harrison.

The minutes were read and approved and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette requested that the board remove Damien Rombold and Chris Glancy from the active roster. Heath Kilburn made a motion to approve the removal of these two men from the employee roster. Ralph Blanton seconded the motion.
Vote: Mr. Kilburn, yea Mr. Blanton, yea

Chief reported that the township has received all but 9.3 tons of the salt order. The board said to go ahead and order it and if needed more to fill an order to do so. They have used 247 tons of sand and salt. Ralph Blanton stated that the crew did a good job keeping the roads cleared last Saturday.

Bob Glancy reported that there is garbage piled up on the Meese property. Mike Kassalen will check it out.

Mike Kassalen, zoning inspector, turned in a permit for an accessory building on Ireland Rd.
He had no other zoning matters to discuss.

Ralph Blanton gave Donald Lynch a copy of the video of one meeting, but said there was no audio on it. The camera was moved forward for this meeting to see if it will pick up the sound.
Mr. Blanton also reported he had purchased a 3-minute timer to help Mr. Lynch move forward with his speaking time at the meetings. He re-iterated that residents are allowed 5 minutes and non-residents have 3 minutes to speak. He then gave the floor to Mr. Lynch who commended the trustees for moving the camera forward and asked what they would do to correct the problem if that didn’t work. He then asked for a list of the names of the members of the two zoning boards.

It was reported that the firemen have worked during this extremely snowy period on snow removal in order to keep the fire house open.

Heath Kilburn mentioned that the directional sign at Shawhan Road is down. Fred Lafollette told him they had taken care of it today.

Ralph Blanton reported that he and Fred had driven the roads and submitted five roads to put on the county’s paving/chip seal list for this summer.

Fiscal Business

The fiscal officer prepared checks #15605-15662, 91885-91896 which totaled $60,029.47.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $21,149.14 which included receipts #8522 - #8547.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:20 P.M. Ralph Blanton seconded the motion.
