Minutes March 10, 2015 Meeting

The Salem Township Board of Trustees met March 10, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Ralph Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Fire Chief Fred LaFollette, Bob Glancy, Mike Kassalen, Paul Kilburn, Ron Stratton, Angela Brandt, Lt. Miller, Woodie Davis, Nate & Terry Mullanney, and Asst.Chief Bill Harrison.

The minutes were read and approved and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette requested that the board remove Josh Fraser from the active roster. Heath Kilburn made a motion to accept the resignation of Mr. Fraser. Kirk Ramsey seconded the motion. Vote: Mr. Kilburn, yea Mr. Ramsey, yea Mr. Blanton, yea
Chief then requested that the board approve the hiring of Andrew Whitlock as a part time employee and Andrew Mack as a volunteer. Kirk Ramsey made a motion to add these two men to the active roster. Heath Kilburn seconded the motion.

Heath Kilburn brought up the matter of dead ash trees along the roads, especially along Anderson and Halls Creek Roads. He thought the township needed to come up with a plan for those trees that are in the right of way. It was decided to check with Duke Energy to see if they would take down the ones that endanger the electric wires.

Next Assistant Chief Bill Harrison spoke about the recent meeting he had with Medicount Management. They explained the changes in the billings allowed for EMS runs due to the Affordable Care Act. There will be more write offs and runs not billed since they cannot bill for runs for the same illness within 30 days. They suggested to increase the rates per run. Rates now are $550, $650 and $750 with the average paid being around $330. It was suggested to raise the rates to $800 and $900. Kirk Ramsey made a motion to increase the billing rates for EMS runs to the $800 and $900 per run. Heath Kilburn seconded the motion.

Harrison further reported there were 72 runs in January and mentioned the two intense rescue operations in the last few weeks. He said the air care nurse working the school bus accident complimented their handling of the situation. The rescue of the driver of the car in the Little Miami River was an over two hour rescue operation.

Lt. Miller from the Warren County Sheriff’s office had nothing new to report, but reminded everyone to keep their cars locked and not to leave the keys in their cars.

Woodie Davis asked Bill about raising the fees for the contracted EMS services with Washington Township. Bill told him they had a 3-year contract with them that ends this year and fees will be negotiated then.

Mike Kassalen, zoning inspector, reported there were no zoning permits issued for this time period. He gave a list of the members of the BZA and the Zoning Commission to Donald Lynch as was requested at the last meeting.
He told the board that Bill Caldwell had resigned from the BZA and that Nate Mullanney had spoken of being willing to serve. Kirk Ramsey made a motion to appoint Nate Mullanney to replace Mr. Caldwell on the Board of Zoning Appeals. Heath Kilburn seconded the motion.

Ralph Blanton explained to Donald Lynch that the problem with copying the tapes and not having sound is in the copying procedure, not the placement of the camera. They are getting this problem resolved.
Mr. Lynch requested copies of the receipts showing the month of November, 2011. He also wants a copy of the minutes for the zoning meetings for the $1500 zoning change and the $750 variance request, and wants to know who was on the zoning boards at that time.

Heath Kilburn asked Fred LaFollette when he thought they would bring Jon Peters back to work. He said there was a grave stone that has fallen off the foundation. Ralph Blanton agreed they should bring him back as soon as he can use him on a daily basis.

Fiscal Business

The fiscal officer prepared checks #15663-15697, 91897-91906 which totaled $37,909.52.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $7,660.33 which included receipts #8548 - #8554.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:35 P.M. Heath Kilburn seconded the motion.
