Minutes March 24, 2015 Meeting

The Salem Township Board of Trustees met March 24, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Ralph Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Fire Chief Fred LaFollette, Bob Glancy, Mike Kassalen, Ron Stratton, Angela Brandt, Woodie Davis, and Asst.Chief Bill Harrison.

The minutes were read and approved and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette reported that there seemed to be a problem on Trovillo Road. There is a dip in the road that needs to be checked out.
He asked that the trustees approve bringing Jon Peters back to work at the cemetery as of April 1. Kirk Ramsey made a motion to approve Jon Peters return for seasonal employment effective April 1, 2015. Ralph Blanton seconded the motion.

Assistant Chief Harrison reported on the status of the ID maker. It has been received and is ready for use. He has been taking some leadership classes.
He also told the board that there have been some runs lately with significant medical problems. He has been pleased with the skills shown by the men on those runs. All the training programs have paid off.
Heath Kilburn asked him about the policies. Bill said he is going through them one by one and the next step will be to have the prosecutor’s office check them out.

Woodie Davis asked about the garage next to the M & M Diner. Mike Kassalen has sent a letter and posted it. Procedure has been followed and it is now possible to charge clean up fees to the property taxes.

The zoning inspector had no permits to turn in for this time period. He had a copy of the zoning meeting of January 23, 2012 to give to Donald Lynch as requested.
Mike also said he has checked on the Salem Road/Lake Road property. He checked to see if all the cars had tags on them.
Heath Kilburn mentioned all the places along 22 & 3 with junk in their yards and also on
Rte. 123. He stated he thinks the township is falling behind in dealing with these problems.

Donald Lynch questioned the EMS rates and the fact that it was voted at the last meeting to raise rates for community runs and not the contracts. He was told that the contracted runs will be dealt with when the contract is up later this year. He then stated he thought Dare’s Garage is in violation and being a messy property and never being mentioned. Ralph Blanton explained it is not costly to clean up junk.

Bill Harrison explained how the billing works for EMS runs and that fire runs are never billed. He also told him the $800 amount is never the amount that is received.
Mike Kassalen, zoning inspector, reported there were no zoning permits issued for this time period. He gave a list of the members of the BZA and the Zoning Commission to Donald Lynch as was requested at the last meeting.

Fiscal Business

The fiscal officer prepared checks #15698-15767, 91907-91923 which totaled $70,684.70.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $33,832.46 which included receipts #8555 - #8583.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:30 P.M. Heath Kilburn seconded the motion.
