Minutes May 13, 2015 Meeting

The Salem Township Board of Trustees met May 13, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. The meeting was held on Wednesday due to a scheduling conflict. Ralph Blanton led all those present in the pledge to the flag.

Others present: Fire Chief Fred LaFollette, Bob Glancy, Angela Brandt, Donald Lynch, Ron Stratton, Jim Kilburn and Luann Cain.

The minutes were read and posted on the bulletin board with one correction. The road being considered for repairs should have been listed as Trovillo Road, not Ward Road.

Fire Department/Roads
Chief LaFollette reported they had worked on the sink hole in Morrow Meadows; putting a patch on the large pipe.
The county gave a bid to pave Nixon Camp Road for around $10,600.
Heath Kilburn asked if they could add Gilmore Road from St. Rt. 123 to the already paved section to this year’s chip seal project list. Fred told him he would add it to our list.
The county has worked on Trovillo Road at the top of the hill and will put up a sign warning of the dip in the road. A problem on Shawhan Road was mentioned also.
The county gave an estimate of $41,000 to replace the culvert on Ireland Road. Kirk Ramsey made a motion to approve letting the county take on this project. Heath Kilburn seconded the motion.

Heath mentioned looking into a program offered to help take the dead trees down.

Chief LaFollette announced he would resign for the purpose of retirement July 31, 2015.

Donald Lynch took the floor and said that because the camera is not getting a good take the meetings were not being documented properly. He suggested all old records be videotaped and possibly having a high school student help with this project.

Heath Kilburn had a quote from Freeze Underground for the repairs to the culvert area on Trovillo Road. The quoted price was $17,200. This will include a catch basin, headwall, 36” storm drain. It was mentioned that a 24” pipe would be less money. Kirk Ramsey stated he thought the 36” pipe should be used. After discussing the matter further, Mr. Ramsey made a motion to accept the quote with the 36” pipe. Heath Kilburn seconded the motion.

Heath Kilburn brought up the matter of purchasing salt for the coming winter. Ralph Blanton reported the county is getting bids for salt now. We can commit for 200 tons now and be included in their bid.
Kirk Ramsey made a motion to pass Resolution 2015-0513 to authorize a contract with Warren County Engineer’s Office for the purchase of road salt with an estimated amount needed to be 200 tons. Heath Kilburn seconded the motion.

Ralph Blanton mentioned the fact that the levy had not passed at the recent election even though the millage had been reduced to 3.9 mills. He stated that Fred and Bill will have to work to make cuts to bring costs down. Mr. Lynch brought up the matter of the new building and what it cost to put up.
Ralph told him it was done for $106/sq. ft. and was the most economical building put up in the area.
Ron Stratton added that the old building was not serviceable any longer and the new building was badly needed.

Ralph Blanton gave an update on the annexation issue. He said it looked like it would happen as all the criteria have been met to have the commissioners sign the request. However, one of the commissioners asked the lawyer representing the village if they had a reason to include the township. No one could give a reason. They were told to come up with a legitimate reason and come back to the next meeting.

Heath Kilburn was contacted by a home owner on Morrow Rossburg Road regarding the old farm on the property next to his. There is tall grass and junk strewed over the property. Mike Kassalen will be asked to check it out.

Fiscal Business

Debbie Harper asked the board to approve the payment of unused vacation to Gideon Conger per township policy since he is no longer full time. All trustees were in agreement that per township policy unused vacation will be paid if the employee is no longer eligible to earn vacation.

The fiscal officer requested that the board approve the transfer of funds from the Fire Fund to the Debt Service Fund for the purpose of paying the semi-annual interest on the fire station improvement bond and the principal and interest on the fire truck acquisition note. Heath Kilburn made a motion to pass Resolution 2015-0513 to approve the transfer of $58,720.50 for interest and $48.000.00 for the payment of principal on the Fire Truck Acquisition Note and the Fire Station Improvement Bond that is due on June 1, 2015. Kirk Ramsey seconded the motion.

The fiscal officer prepared checks #15880-15919, 91944-91952 which totaled $34,074.95.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $20,073.73 which included receipts #8625 - #8634.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:35 P.M. Heath Kilburn seconded the motion.
