Minutes May 26, 2015 Meeting

The Salem Township Board of Trustees met May 26, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with member Heath Kilburn present. Kirk Ramsey was absent. Ralph Blanton led all those present in the pledge to the flag.

Others present: Fire Chief Fred LaFollette, Bob Glancy, Donald Lynch, Barney Wright, Assistant Chief Bill Harrison and Mike Kassalen.

The minutes were read and approved, and posted on the bulletin board.

Fire Department/Roads
Chief LaFollette reported that there would be a preconstruction meeting on Thursday for the black topping of Shawhan Road.
Mr. Freeze called to let him know they are getting the supplies for the Trovillo Road job.
Heath asked about Road Closed signs. Fred will check with the county and Mr. Freeze to see if they have any we can use.
Ralph Blanton asked about the tree at Halls Creek. He asked Fred to check with Flint to see if he could take the tree down and leave it for our crew to haul away, or if it would be cheaper to let him take it away. Heath said he would call ODNR to see if they would like to help with it since it is located on a nature preserve area.
Heath also stated he was at the cemetery and it was looking very nice. But he noticed there was a dead tree in the back section in the curve.

Asst. Chief Harrison gave a report of the runs they covered this month. There were 77 runs in april, with 310 so far this year. He reported on significant activity and stated they were very busy over the holiday weekend with accidents, fires and a drowning.

Barney Wright was present to introduce himself to the community as he is running for the office of Warren County Treasurer. He told why he had decided to run and his qualifications.

In zoning matters, Mike Kassalen turned in two (2) permits. One was for a new home and one was for a swimming pool.
It was mentioned that the grass and weeds were tall again on the Salem Road property and there is trash around. He will check it out and take whatever action is required.

Donald Lynch took the floor and wanted the trustees to move the camera during the meetings. He stated he thought the zoning inspector should be present at each meeting and have a report to give at the meetings.
Ralph Blanton told him that he has been looking into what other government entities are doing in regard to taping their meetings. He talked to the office of the Warren County Commissioners and they told him they do not videotape their meetings, only make an audio tape of it. After a brief discussion, Mr. Blanton made a motion that the township purchase a good quality recording system and cease the videotaping they now do. Heath Kilburn seconded the motion.

Regarding the annexation petition by the Village of Morrow, Ralph reported it had been approved by the commissioners and that the fire department property is now part of the Village of Morrow.

Ralph Blanton reported he has been doing some research on salt storage structures. He has looked at several to get an idea of what would work on the township property. The two that he thinks might work are located in Hamilton Township and one at Kingsview that is built on asphalt. The estimated price for a 35 x 40’ structure would be $33,555 installed for the one like Hamilton Township has. A discussion followed and a map of the township property was looked at to see what would fit in the available area. The trustees will look into various solutions to build it in the most economically manner on the Whitacre Drive property.

Fiscal Business

The fiscal officer prepared checks #15921-15972, 91953-91965 which totaled $263,351.26
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $211,419.54 which included receipts #8635 - #8661.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:45 P.M. Ralph Blanton seconded the motion.
