Minutes June 9, 2015

The Salem Township Board of Trustees met June 9, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Ralph Blanton led all those present in the pledge to the flag.

Others present: Fire Chief Fred LaFollette, Bob Glancy, Donald Lynch, Susan Ramsey, Assistant Chief Bill Harrison and Mike Kassalen.

The minutes were read and approved, and posted on the bulletin board.

Fire Department/Roads
Asst. Chief Harrison gave a report of the runs for the month of May. There were 93 runs in the month of May. He reported on significant activity and said that he had received special praise for the medical assistance that Captain Moenster had provided in a mutual aid call.

Chief LaFollette reported he had applications for three volunteers. They are Courtney Williams, Rachel Bole and Rachel Macaluso. He also had a new cadet enroll, John French. He asked the board to approve these applicants. Kirk Ramsey made a motion to approve the hiring of the 3 new volunteers and one cadet pending physicals and drug testing. He brought up the following road issues:
Ireland Road – the county said it was our responsibility to get the road closure signs
Duke Energy has to clear the job since the power crosses the road
Shawhan Road - work should take about 4 days
Trovillo Road is almost completed
Morrow Meadows – the crew has been out to do some work on draining issues. There is a leak that Western Water has to take care of

In zoning matters, Mike Kassalen turned in two (2) permits. One was for a deck and one was for a pole barn. He brought up the wording in the notices he posts. He would like to come up with a good definition of the work “nuisance” as it appears in the notice per ORC 505.87.
He has posted Morrow Rossburg Road problem and Lake Road, but nothing has been done about either problem yet. Ralph Blanton said the township needed to develop a list of procedures to follow and make new forms.
Heath Kilburn mentioned the delay that having a meeting to discuss any problem with the owner first would cause in getting anything done.
Ralph Blanton agreed and stated we just need to have a policy in place to follow for each instance of violation. Kassalen had a copy from section 505.87 ORC which the trustees read and agreed that the procedures mentioned in this section should be followed to be in compliance. They did not feel there was a need to have a hearing if they follow the ORC.
Donald Lynch added comments about the code and using it uniformly.
The three steps are: posting, certified letter, then proceed with action

Donald Lynch took the floor and spoke about the salary paid to the zoning inspector. He thought the he should have office hours every day.

Heath Kilburn remarked on how well the cemetery looked and stated the crew were doing a good job.

Fiscal Business

The fiscal officer prepared checks #15973-16016, 91966-91967 which totaled $53,148.37.
The board examined the bills that were ready for payment and Ralph Blanton made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $2352.24 which included receipts #8662 - #8664.

At this time, 7:45 PM, Ralph Blanton made a motion to adjourn into executive session per ORC 121.22 to discuss personnel matters. Heath Kilburn seconded the motion.

At 8:05 PM, Heath Kilburn made a motion that the Board of Trustees adjourn out of executive session and return to the open meeting and asked the fiscal officer to note in the minutes that No Action Was Taken. Kirk Ramsey seconded the motion.

Since he announced his retirement at the last meeting, it will be necessary to find a replacement for Fire Chief LaFollette. Kirk Ramsey made a motion to offer the position to Assistant Chief Bill Harrison. Heath Kilburn seconded the motion. When asked if he would accept the position, Mr. Harrison responded with a yes.
Vote to move Assistant Chief Harrison to the position of Fire Chief upon the retirement of Chief LaFollette: Mr. Ramsey, yes Mr. Kilburn, yea Mr. Blanton, yea

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 8:10 PM. Heath Kilburn seconded the motion.
