Minutes July 14, 2015 Meeting

The Salem Township Board of Trustees met July 14, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Ralph Blanton led all those present in the pledge to the flag.

Others present: Fire Chief Fred LaFollette, Donald Lynch, Susan Ramsey, Assistant Chief Bill Harrison, Mike Kassalen, Mr. & Mrs. Keck, Mr. & Mrs. Dunigan.

The minutes were read and approved, and posted on the bulletin board.

Zoning
Mike Kassalen, zoning inspector, had no permits to turn in for this time period. He reported on the following issues:
Called ODOT for right of way issues, they are looking into it
Grass has been mowed on the property owned by the bank
Trovillo Road property is being cleaned up and working on complaint issues
2 notices he sent were returned unclaimed
Mr. & Mrs. Dunigan were present and are working with Mike to get their property cleaned up

Donald Lynch asked Mike about the process to get to a zoning complaint; what triggers the action of the zoning inspector. The answer was that someone must make a complaint.
A resident of Trovillo Road thanked Mike for working with him so well with his zoning matters. He stated that Mike even offered to help him clean it up.

Mr. & Mrs. Keck of Trovillo Road talked about the problem they were having along their ditch line.

Fire Department/Roads
Chief LaFollette reported that Gilmore Road was still closed due to trees and power lines being down after the storm.
Ireland Road culvert replacement has been delayed until Duke Energy can move the power lines.
Crew is trying to get caught up with mowing.
Bill Harrison read a letter from Gale LaFollette concerning her upcoming retirement from the fire department. Kirk Ramsey made a motion to accept her retirement even though he did not want to see her go. Heath Kilburn seconded the motion, and both he and Ralph dittoed Kirk’s statement.
Vote: all ayes

Heath Kilburn had a letter from Freeze Underground with a price for moving the soil for the installation of the base for the salt bin for $1855. Jeff Geraci gave a quote of $5800 to move soil.
Ralph then stated he had looked to see if there was a state bid for salt bins and he had surprisingly found one from Rushmore Building for $5,323 as opposed to the estimates the township had from other builders for $16,000. Heath is getting prices for the concrete base and has learned there is an additive to put in the concrete to keep the salt from “eating” through it.

Don Lynch mentioned he had read about a “checkbook on line” program being promoted by the State Treasurer’s Office.

At this time, 7:45 PM, Kirk Ramsey made a motion to adjourn into executive session per ORC 121.22 to discuss personnel and legal matters. Heath Kilburn seconded the motion.

At 8:10 PM, Heath Kilburn made a motion that the Board of Trustees adjourn out of executive session and return to the open meeting and asked the fiscal officer to note in the minutes that No Action Was Taken. Kirk Ramsey seconded the motion.

Fiscal Business

The Fiscal Officer presented the proposed budget for Fiscal Year 2015 for the board to approve.
Heath Kilburn made a motion to approve submitting the proposed budget prepared by the fiscal officer for the year commencing January 1, 2016 to the Warren County Budget Commission pursuant to Section 5705.30 of the ORC. Kirk Ramsey seconded the motion.

The fiscal officer prepared checks #16074-16128, 91984-91990 which totaled $39,475.56.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $6,614.34 which included receipts #8699 - #8706.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 820 P.M. Heath Kilburn seconded the motion.
