Minutes August 11, 2015 Meeting

The Salem Township Board of Trustees met August 11, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Ralph Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Lt. Miller, Matt Jackson, Mike Kassalen and Chief Harrison.

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates
There were no updates to the cemetery records for this time period.

Deputy Miller from the Warren County Sheriff’s office was present and he gave a brief update of happenings around the area. He reminded everyone to keep their garage doors shut as it is so easy for someone to come and take something and be gone very quickly. There have been a few day time burglaries lately.

Mike Kassalen, zoning inspector, reported he had no permits to turn in this meeting and no new zoning issues to discuss.

Ralph Blanton stated that he wanted to thank Chief Harrison for the fantastic job he had done in handling all the details for the retirement ceremony honoring retiring Chief Lafollette.

Chief Harrison then gave a report for the month of July. There were 98 runs and a yearly total of 585.
He told the board he had several bids on repairing the parking lots. They ranged from $11,670 to $8,122. He had talked to Heath Kilburn about another company that works with filling cracks in pavements and will get a quote from them. They get the material, and you do the work. Heath explained that he had talked to this company at the OTA winter convention and the township would buy the product from the company who furnishes the machine, and then the township would do the work. He said that both Morrow and South Lebanon have used this company.

Chief then asked the board to approve the hiring of Chris Dotson as a firefighter/EMT and adding Aaron Schmidt as a member of the cadet program. Kirk Ramsey made a motion to approve the addition of Chris Dotson and then Aaron Schmidt. Heath Kilburn seconded the motions.

From the Floor
Donald Lynch issued a complaint that he had not been able to speak at the last meeting. Ralph Blanton addressed this matter. He mentioned that two businesses had failed recently and wondered why, and thought the township is doing something wrong. He blamed the zoning code. Heath Kilburn replied that he didn’t think the township had anything to do with these businesses leaving the area.

Ralph reported there was a problem with the front bucket on the back hoe. He said Greg Webb will call Southeastern Equipment tomorrow. It was mentioned that they should talk to Bobby Toller first to see if he could fix it.

Other issues brought up: drainage at Morrow Meadows, ditching on Trovillo Rd., a big water problem and sink hole at Briarwood. They will get permission to use the Briarwood property owner’s driveway to get back to dig out and check the sink hole.
Don Lynch then asked Mike Kassalen about his recommending Mrs. Keck to fill a vacancy on the zoning board, and if she had any experience or qualifications. He was told there currently are no qualifications in writing for serving on the board.

Fiscal Business

Street Lighting Resolution 15-0811
Debbie Harper told the board it was time to pass the annual street lighting resolution to allow for the fees for the lighting districts. Kirk Ramsey made a motion to pass Resolution 15-0811 for Special Assessments for artificial street lighting in the three (3) street lighting districts in the township for a period of one (1) year to provide for the expense of maintaining the lighting districts. Heath Kilburn seconded the motion.

The fiscal officer prepared checks #16190-16227, 92004-92013 which totaled $50,443.29.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Kirk Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $4,278.30 which included receipts #8728 - #8730.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:45 P.M. Kirk Ramsey seconded the motion.
