Minutes September 8, 2015 Meeting

The Salem Township Board of Trustees met September 8, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Fiscal Officer, Debbie Harper, was absent. Ralph Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Mike Kassalen, Chief Harrison, Lewis and Debbie Bird, Ron Siler, Judge Mike Gilb, George Kane, Erin Bartlett, Gary Misner, Jack Blosser.

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates
08/27/15 James Nichols Sec 5 Lot 177 NW Corner Vales

Judge Mike Gilb, the newly appointed Common Pleas Court Judge, was present to introduce himself to the township.

George Kane of the Ohio History Connection, along with Erin Bartlett, Gary Misner and Jack Blosser, were present to talk about Fort Ancient and the World Heritage Designation that they are seeking. The planning and potential impact to Salem Township was discussed.

ZONING
Mike Kassalen, zoning inspector, turned in four (4) permits: 1 swimming pool, 1 garage, and 2 sign permits. Lewis and Debbie Bird talked about their new location on US 22 & 3 outside of the Village. The trustees will allow a temporary plywood sign for a period of up to 60 days.
As the four year bond period for the zoning inspector was up, a new bond was issued and Ralph Blanton performed the swearing in of Mike Kassalen. Mr. Kassalen was sworn in and repeated the oath of office.
The Donut Shop in Roachester requested a permit to install a used sign on the face of the building. It would appear the sign is at the maximum square footage allowed. The permit was issued.

Don Lynch complained about the removal of the video recording devices. He requested a copy of the audio recordings of both meetings held since the taping was stopped.

FIRE DEPARTMENT

Chief Harrison reported that he had received a resignation from Mark Greatorex due to his taking a full time position in Clermont County. Heath Kilburn made a motion to accept this resignation; seconded by Kirk Ramsey.

Chief Harrison then gave an update on the crack filling project for the firehouse. Work is being scheduled for some time in October.

Applications for part time positions have been received from Dan Goult and Justin Fueston. Kirk Ramsey made a motion to accept these applicants pending routine drug testing and physical exams. Heath Kilburn seconded the motion.

The chief also talked about the difficulty in hiring replacement firemen, in part due to the fact that neighboring departments have increased their starting pay scales. He will offer options for our department at the next meeting.

Fiscal Business

The fiscal officer had prepared checks #16283-16315 which totaled $32,509.52
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $865.90 which included receipts #8760 - #8761.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:45 P.M. Heath Kilburn seconded the motion.
