Minutes - September 22, 2015 Meeting

The Salem Township Board of Trustees met September 22, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Mike Kassalen, Chief Harrison, Susan Ramsey, Woodie Davis and Lt. Steve Arrasmith.

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates
9/22/15 Betty Jo Houston Sec 4 Lot 167 SE Corner Vale’s FH

Lt. Steve Arrasmith from the Warren County Sheriff’s office was present as a member of the drug task force. He will be replacing Major John Burke in October as the head of the Warren County Drug Task Force. He said there are 25 full time employees with the task force along with 6 state troopers and agents from various agencies. He spoke on the various issues they deal with and said that meth is a large problem now with increased movement from the southwest.
Heath Kilburn stated that after having worked with Lt. Arrasmith on several meth problems, he thought he was a great person for the job.

FIRE DEPARTMENT

Chief Harrison reported that he had received a resignation from Rachel Macaluso on September 30th. Kirk Ramsey made a motion to accept this resignation, seconded by Heath Kilburn Vote: Mr. Ramsey, yea Mr. Kilburn, yea Mr. Blanton, yea

He then asked that Justin Fueston and Daniel Gault be removed from the roster. Heath Kilburn made a motion to approve the removal of these three men from the active roster, seconded by Kirk Ramsey.

He also asked that Aaron Schmidt be removed. Kirk Ramsey made a motion to approve this roster change, seconded by Heath Kilburn. Vote: all yeas

Next Chief Harrison asked the board to approve hiring Joshua Fagin and Clinton Eshleman as volunteer fire fighters. Kirk Ramsey made a motion to add Fagin and Eshleman to the volunteer roster, with a second from Heath Kilburn.

He then reported the fire department will be doing a controlled burn this weekend at Purple Boulder Farm.

Chief then spoke about the current pay scale and how it is so hard to get new employees with the surrounding departments paying more than Salem Morrow. After a discussion about changing the pay scale, Heath Kilburn made a motion to change the current pay scale by increasing the starting pay by $1.00 per hour at the beginning and reaching the maximum at 2 years rather than the current 4 years. Kirk Ramsey seconded the motion.

It was mentioned that the old Car 71 has been put into service for use by the department.

ZONING – Mike Kassalen, zoning inspector, had no permits for this time period. Ralph Blanton reported that the Lake Road property has been mowed. He will check on the Morrow Rossburg Road property that needs to be mowed.

From the Floor
Donald Lynch questioned the following:
Amount of money paid to zoning inspector, thinks he should have office hours
Gooch property side lot line, no permit for the building – Ralph replied to this that no permit was needed as no changes were made to the building. Mike has talked to Mr. Gooch about a permit for the deck and garage.
There was some discussion about the work on the salt bin, grading of the lot, etc. The current salt bin can be used for storing gravel and other materials.

Ralph Blanton reported that Bobby Toller had worked on the backhoe and it’s working ok now.
There are some lines that need to be replaced but it was decided to wait until the blocks are all in place. The cost will be about $2,000. Kirk Ramsey made a motion to approve this expenditure, seconded by Heath Kilburn. Vote: Mr. Ramsey, yea Mr. Kilburn, yea Mr. Blanton, yea

Fiscal Business

The fiscal officer presented the rates resolution for FY2016 for approval. Heath Kilburn then made a motion to pass Resolution 15-0922 accepting the amounts and rates as determined by the Warren County Budget Commission and authorizing the necessary tax levies and certifying them to the county auditor. Kirk Ramsey seconded the motion.

Debbie Harper then asked for approval of the following appropriation modifications:
$35,000 from 3C3 $15,000 from 14A04 to 14A01
$5,000 from 14A05 to 14A01 $400 from 4A04 to 4A13A
Kirk Ramsey made a motion to pass Resolution 15-0922A to approve the modifications to the FY2015 appropriations, seconded by Heath Kilburn.

The fiscal officer prepared checks #16316-16389, 92037-92052 which totaled $73,650.93
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $470,771.78 which included receipts #8762 - #8788.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:40 P.M. Heath Kilburn seconded the motion.
