Minutes October 27, 2015 Meeting

The Salem Township Board of Trustees met October 27, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Mike Kassalen, Chief Harrison, Bob Glancy, and Susan Ramsey

The minutes were read and approved, and posted on the bulletin board.

Fire Department
Chief Harrison reported on the following items:
They are finished with the crack seal project which took 4 days to complete.
We will be billed the entire amount and then have to send an invoice to Union Township for the leftover materials we gave them for their project
The Loeb Grant was received and was $20,500 this year.
He is also working on a $5,000 state EMS grant.
Trunk or Treat on Sunday at Morrow Plaza was a success.
There was a large structure fire on Middleboro Rd and 350

Donald Lynch took the floor and before he spoke, Ralph Blanton explained what he had interpreted from the zoning rules on the mound issue for separating business and residential properties. The rules state that no mound is necessary for a residential property. Since the property in question was changed from a business to residential, no mound is required.
Mr. Lynch then brought up the fact that at the last meeting Mr. Flory was allowed to speak for 20 minutes. Then he voiced a complaint that the zoning inspector was not at the meeting and should be required to attend all meetings.

Heath Kilburn brought up the issue of how long the part time workers will be needed for the cemetery. It was suggested they drop back to one worker for now and see how the work load is over the next few weeks.
He mentioned there are some bad trees on Halls Creek that if they would fall, would block the road. Also there is a need to get a sign for the Christmas Ranch to bring attention to drivers that traffic could be stopped ahead.

It was noted that there is a bus sitting in the trailer park with no tags.

Ralph Blanton reported that the crew has been working on getting the trucks ready for winter.
He also noted that it appears the county put a heavy packing of gravel on the roads this year. Other townships have had complaints like Salem has had from residents.

ZONING – Mike Kassalen, zoning inspector, arrived at the meeting and turned in a permit for a porch.
He is checking into the bus at the trailer park. He was asked to check out a property on Ward Road where there are 2-3 older pick-up trucks. He will check for license plates.

Ralph Blanton reported he had talked to the attorney today regarding the Ward Road/ATV matter. He will come to the next meeting to discuss this matter.

Fiscal Business

The fiscal officer prepared checks #16454-16499, 92059-92072 which totaled $56,023.20.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,120.61 which included receipts #8799 - #8814.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:25 P.M. Kirk Ramsey seconded the motion.
