Minutes December 8, 2015 Meeting

The Salem Township Board of Trustees met November 24, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with member Heath Kilburn present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Mike Kassalen, Chief Harrison, Judy Keck, Lt. Edmonds and FF Michael Belanger.

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates
There were no changes to the cemetery records for this period.

Fire Department
Chief Bill Harrison handed out the monthly fire department report for November. There were 71 runs in November with a year to date total of 867 runs. He said they had 18 hours of new hire trainings.
So far this month there has been one significant run with an auto accident with fire. The driver was rescued and the fire put out. He also reported on an EMS run with a non-breather on 12/7. He stated the squad was there quickly and administered lifesaving methods and the patient was conscious upon arrival at the hospital. He reported that Lt. Edmonds and Mike Belanger who were present at the meeting were part of the responding units and he was proud of the way they had carried through with the lifesaving efforts.

Chief then requested the board approve the addition of Devan DiFrancis to the volunteer roster. Heath Kilburn made a motion to approve the addition of DeVan DiFrancis to the volunteer roster. Ralph Blanton seconded. Vote: Mr. Kilburn, yea Mr. Blanton, yea

He then asked for the approval to add Andrew Graft to the Cadet program. Ralph Blanton made a motion to accept Andrew Graft as a cadet. Heath Kilburn seconded the motion.

Because he has never responded to numerous calls to work, Chief Harrison asked the board to remove William Ziegert from the roster. Heath Kilburn made a motion to remove William Ziegert from the fire department roster; seconded by Ralph Blanton. Vote: Mr. Kilburn, yea Mr. Blanton, yea

Chief then reported that EMS71 has been replaced with the renovated suburban that had been Chief LaFollette’s vehicle. It is now being used on emergency runs. He also brought up the old white truck that is no longer being used and asked it if could be sold. Heath Kilburn made a motion to approve trying to sell the white truck on EBay or other approved sites. Ralph Blanton seconded the motion.

Next, Chief Harrison requested the board to approve promoting Lt. Edmonds to the rank of Captain and promoting Michael Belanger to the rank of Lieutenant effective January 1, 2016. The promotion to captain would include a $1.00 per hour increase for Lt. Edmonds and no pay difference for the change in rank for Belanger. Heath Kilburn made a motion to approve these changes to ranks and salary for Edmonds and Belanger. Ralph Blanton seconded the motion.

Zoning: Mike Kassalen, zoning inspector, turned in two permits. One was for a new home and one was for an addition. Heath Kilburn asked him about a property on Salem Road with lots of high weeds around it. He will check into that.

Ralph Blanton then congratulated Belanger and Edmonds on their promotions and stated it was so good to have township residents working for the fire department, as both men are Salem Township residents.

Heath Kilburn mentioned the problem with a drainage problem at the culvert and catch basin at 3761 Shawhan Road.

Fiscal Business
Debbie Harper requested approval from the board to transfer $20,305.54 from the Fire Fund to the General Fund in order for the Fire Department to pay the 4th annual payment on the squad that they purchased with a loan from the general fund. Heath Kilburn made a motion to pass Resolution 2015-1208 to allow for transferring funds in the amount of $20, 305.54 from the Fire Fund to the Township General Fund to make the annual payment on the loan for the purchase of a squad per the terms of Resolution 12-0424.
Mr. Blanton seconded the motion.

The fiscal officer prepared checks #16586-16617, 92091-92095 which totaled $54,622.65.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $11,417.72 which included receipts #8853 - #8858.

Ralph Blanton reported he had received a note from Tim and Cassie Neutzling, who had been present at the November 24th meeting. They thanked the township for the attention to their problem regarding the possibility of annexation by the Village of Morrow and a water service issue.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:20 P.M. Ralph Blanton seconded the motion.
