Minutes December 22, 2015 Meeting

The Salem Township Board of Trustees met December 22, 2015 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Mike Kassalen, Chief Harrison, Don Lynch, Susan Ramsey and Chuck Singleton

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates There were no changes to the cemetery records for this period.

Fire Department
The first order of business for the fire department was to approve a new contract for Fire & EMS service with Washington Township. The contract will be for a 3 year period beginning January 1, 2016 through December 31, 2018. The contract was checked by the prosecutor’s office and they added a paragraph in section 6 relating to liability.
Kirk Ramsey made a motion to pass Resolution 2015-1222 to approve a contract between the Salem Morrow Fire Department and Washington Township that agrees that the Salem Morrow Fire Department will provide Fire and EMS services to an area in the southern portion of Washington Township. SMFD will bill for these services. Heath Kilburn seconded the motion.

Other items discussed:
Annual Firefighters fund – Heath Kilburn, Ralph Blanton, Mike Kassalen and Bill Harrison listed as on the board to represent Salem Township
Chief Harrison is working on as many grants as possible to get money for replacing firefighter gear; up to $680,000 in grant money
Discussed state & federal regulations on fire fighter gear
Squad 73 – waiting for a part to continue maintenance work
Squad 71 – is 15 years old with 130,000 miles. Capt. Moenster is doing preventative maintenance on the vehicles which save $6,000/year

Susan Ramsey commented on what a really good job the department was doing in applying for and getting all the grants that they have received.

Chuck Singleton of 6997 Woodward Claypool Road brought up a problem he is having along the ditch line of his property. He thinks it needs to have tile and fill in done. Mr. Blanton told him the township would look into it and let him know what he needs to do or who to contact.

Don Lynch presented information he had researched on the David Smith property and had a list of all permits issued relating to the property from the county zoning department dating from 1999-2013. He requested copies of all permits issued by the township from that time period.

Zoning: Mike Kassalen, zoning inspector, reported he had not issued any permits for this time period. He thought the Salem Road property was empty now.
He then told the board that he was taking a position with FEMA and will have several months of training to attend out of state for the national emergency position.
A discussion followed about whether he would be able to continue in the zoning inspector position over this period of absence. Mr. Ramsey thought there was a need for a full time person here at all times; Mr. Blanton was concerned about his being called to a long term emergency and that would leave the township with no inspector. Blanton then asked him if he would be willing to stay on until a replacement was found. Kassalen did tell the board that there would be a 2-week training in January.
Heath Kilburn made a motion to put out a posting for the zoning inspector’s position; seconded by Kirk Ramsey. Vote: Mr. Kilburn, yea Mr. Ramsey, yea Mr. Blanton, yea

Don Lynch stated that if Kassalen leaves, he would still be responsible for decisions made while he was in the position.

There was a letter from Barbara Fath asking if the township would approve expanding the area of the food pantry garden by 15 feet SW so that they can plant additional food items.
Kirk Ramsey made a motion to approve the expansion; seconded by Heath Kilburn. Vote: all ayes

Don Lynch asked about the Gooch property. Mr. Blanton gave him an update and told him they can now apply for permits, but the property owner must apply for the permits. The property was sold under a land contract.
Mr. Blanton noted the Warren County Commissioners have set a date of January 5, 2016 for the hearing of the township’s request to vacate Ward Road. The Terraqua Club needs time to finalize an agreement with ODNR and want to request an extension for a settlement. The Trustees were in agreement not to ask for a time extension for the hearing, and to let the hearing date stand as scheduled.

The issue of putting gates in front of the salt bin was discussed. Ashley Fence had given an estimate of $1,800 for a swinging gate. Mr. Kilburn stated he would like to come up with a solution other than putting in a gate.

At this time, Mr. Blanton swore in and issued the oath of office for re-elected trustee, Kirk Ramsey for the new term beginning January 1, 2016.

Fiscal Business
Debbie Harper, Fiscal Officer, asked the trustees to set the meeting date and time for the FY2016. Kirk Ramsey made a motion to keep the meetings on the 2nd and 4th Tuesdays at 7:00 PM. Heath Kilburn seconded the motion. Vote: Mr. Ramsey, yea Mr. Kilburn, yea Mr. Blanton, yea

She then asked the trustees to declare how they preferred to be paid. They were in agreement to keep receiving their salary on a monthly basis and Heath Kilburn made a motion to approve the monthly salary. Kirk Ramsey seconded the motion.

Ms. Harper requested the board to approve the following appropriation modification:
Decrease Debt Service Fund ( $20,345.54 ) Heath Kilburn made a motion to pass Resolution 2015-1222A to approve the appropriation modification to the Debt Service Fund. Seconded by Kirk Ramsey. Vote: Mr. Kilburn, yea Mr. Ramsey, yea Mr. Blanton, yea

The Temporary Appropriation for FY2016 was brought before the board for approval as follows:

Heath Kilburn made a motion to pass Resolution 2015-1222B that in order to provide for the current expenses for FY ending December 31, 2016, the listed sums will be set aside and appropriated for the purposes for which expenditures are to be made in said fiscal year. Kirk Ramsey seconded the motion.

The fiscal officer prepared checks #16618-16671, 92096-92108 which totaled $66,211.11.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $44,196.76 which included receipts #8859 - #8884.

Mr. Blanton noted he would send a letter to the Warren County Regional Planning Commission per their request to authorize them to look at Salem Township’s zoning code as it applies to the land use plan.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 8:00 P.M. Kirk Ramsey seconded the motion.
