Minutes Januar 12, 2016 Meeting

The Salem Township Board of Trustees met January 12, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

The minutes were read and approved, and posted on the bulletin board.

Fire Department
There was no report from the fire department as Chief Harrison was ill and not able to attend.

Zoning: Mike Kassalen, zoning inspector, turned in one permit for the Gooch property.
Regarding the property at 5259 Salem Road, nothing has been done yet even though they had told Mike they would take care of the problem.
There is a problem along the ditch line on Salem Road
Mike had made copies of all the permits for the Smith property and gave them to Don Lynch as requested.

Don Lynch brought up the zoning permits on the Gooch property and stated the problem will have to be settled in a court of law, that in his opinion, the new permit will not settle it.
He had a request for an answer in writing from the zoning inspector regarding several zoning issues related to the property. Ralph Blanton told him that once a variance is issued, it is permanent.

Heath Kilburn thanked the fire department for their work on the recent water rescue attempt. The person in question has not been found as yet.

Don Lynch stated the newly issued zoning permit was not proper. Ralph told him all the buildings on the property fit the setback.

Under new business, Mr. Blanton reported the 2000 dump truck had a flat tire recently and it brought out that the tires are the original tires and are about 16 years old. He is getting prices and the best so far is $344 per tire. He will check on the government bid price. Kirk Ramsey made a motion to replace the tires at a price less than the $344 plus installation; seconded by Heath Kilburn.
Motion carried unanimously.

Mr. Blanton then brought up the Ward Road vacation. A resolution was received from the Warren County Commissioners denying Salem Township’s petition to vacate a portion of Ward Road. He was told there was not sufficient legal description in the petition and that an owner of adjoining property was against it.

There is a problem with water puddling in the new salt bin and is not draining away. It was voiced that the contractor will have to make it right.

As it is the first meeting of the year, it is time to elect a new board president. The Fiscal Officer opened the nominations.
Heath Kilburn made a motion to elect Ralph Blanton president for 2016. Kirk Ramsey seconded the motion. Vote: Mr. Kilburn, yea Mr. Ramsey, yea Mr. Blanton, yea

Mr. Blanton then asked for nominations for vice president. He made a motion to elect Heath Kilburn for vice president. Kirk Ramsey seconded the motion.

Fiscal Business
Debbie Harper, Fiscal Officer, reported she had received the 2016 road inventory from the Warren County Engineer’s office. As there were no changes to the road mileage for Salem Township over the year, the mileage remains at 24.305 miles of public roads.

The fiscal officer prepared checks #16618-16671, 92096-92108 which totaled $66,211.11.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $44,196.76 which included receipts #8859 - #8884.

Mr. Blanton noted he would send a letter to the Warren County Regional Planning Commission per their request to authorize them to look at Salem Township’s zoning code as it applies to the land use plan.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 8:00 P.M. Kirk Ramsey seconded the motion.
