Minutes January 26, 2016 Meeting

The Salem Township Board of Trustees met January 26, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

The minutes were read and approved, and posted on the bulletin board.

Fire Department
There was no report from the fire department as Chief Harrison was out of town.

Zoning: There were no zoning permits for this period.

Don Lynch made comments on the Gooch property and permits again. He introduced a written page of questions concerning the property and the recent permit issued. He mentioned the painting set up.

Under new business, Mr. Blanton reported he is working on a job description for the zoning inspector position. He gave a copy to Mr. Kilburn to look over and add any changes he thinks are needed.

Mr. Blanton stated that he had heard from James Gross at the county and they are trying to get the list together of any roads that need to be worked on this summer. It was mentioned that the township might have to go light on the paving work this year as the culvert project on Ireland Road will need funding of near $80,000.00.

He reported that there will be a zoning nuisance hearing at 7:30 following this regular township meeting.

It was reported that Mel Taylor is helping with the zoning business while Mike Kassalen is out of town.

Fiscal Business
Debbie Harper, Fiscal Officer, reported she had received the advance billing from Poff’s Lawn care for spraying at the cemetery and fire station. There is a discount if you prepay for these services. Kirk Ramsey made a motion to pay the invoice for the spraying service. Heath Kilburn seconded the motion.

Debbie Harper, Fiscal Officer, presented the Permanent Appropriations to the board for approval and Kirk Ramsey made a motion to pass Resolution 2016-0126 as follows:
Be it resolved by the Board of Trustees of Salem Township that to provide for the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2016, the following sums be and the same are hereby set aside and appropriated for the purposes for which expenditures are to be made for and during said fiscal year 2016 as follows:

The fiscal officer prepared checks #16730-16778, 92120-92131 which totaled $50,125.58.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,303.38
which included receipts #8892 - #8912.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:20 PM. Heath Kilburn seconded the motion.
