Minutes February 23, 2016 Meeting

The Salem Township Board of Trustees met February 23, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Jana Vaught, Susan Ramsey, Mike Kassalen, Chief Bill Harrison, Bob Glancy, Woodie Davis and Judy Keck.

The minutes were read and approved, and posted on the bulletin board.

Fire Department
Chief Harrison gave a report for month of January, 2016. There were 67 runs and 21 fire inspections. He told the board that until about 4 years ago, the county fire marshal was responsible for inspections. However, it is now the responsibility of the local fire departments. They hope to get 100% of the inspections done. The state does take part in the inspections of nursing homes and schools.

Judy Keck reported there was still a problem with the catch basin on Trovillo Road and had a complaint about the neighbor’s property.

Zoning: Ralph Blanton reported he has found someone to give a price on the clean-up of the Morrow Rossburg Road property. Regarding the Salem Road property, he has talked to the property manager and they may take care of it.

There were 3 applications for the position of Zoning Inspector: Jeff Black, Jana Vaught and
J. McKeehan. The trustees will review the applications and make a selection at the next meeting.
Mike Kassalen, current zoning inspector, reported on the bus sitting on a property with no tags on it. He said the prosecutor is aware of it, but Mike has not heard back from him.

From the Floor:

Don Lynch made comments on the posting for the zoning inspector’s position. He also spoke on various on-going issues he has with the zoning.

Heath Kilburn brought up the road slide on Ghiels Carroll Road. The County is on it he said.

Regarding the Ireland Road culvert replacement, it is due to start in May. The road will probably be closed eight (8) weeks.

It was mentioned that when it warms up, there is a lot of ditching that needs to be done. Four or five loads of dirt is needed on Trovillo Road.

Heath also mentioned that if there is another snow fall that required treatment to the roads, the crew should cut out the grit this time since there is plenty of salt left.

Fiscal Business

The fiscal officer prepared checks #16822-16870, 92142-92158 which totaled $52,777.39.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $22,503.52
which included receipts #8918 - #8943.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:25 PM. Heath Kilburn seconded the motion.
