Minutes March 8, 2016 Meeting

The Salem Township Board of Trustees met March 8, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Kirk Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Jana Vaught, Jeff Black, Susan Ramsey, Jesse McKeehan, Mike Kassalen, Chief Bill Harrison, Bob Glancy, Sheriff Sims, Steve Arrasmith, and Bob Stewart

The minutes were read and approved, and posted on the bulletin board.

Warren County Sheriff, Larry Sims was present to give the annual report for the sheriff’s department. He said that the predominant crimes the past year involved property invasions and identify theft. Carry and conceal permits are on the rise. There is a big issue with heroin use and that is causing the jail to be at over capacity. They were renting bed space from Butler County, but that agreement has ended and they are now in need of bed space.
They have had between 5500 and 6000 bookings per year. He also told about the “active shooter” trainings they have attended. The Board thanked him for coming and sharing the activities of the office.

Next Steve Arrasmith, the drug task force commander spoke about what has been happening with his group. The thanked the board for their support and also that received from all the jurisdictions in the county. They are the only unit that specializes full time in drug enforcement in the county. He stated that heroin usage is in epidemic proportions, and added that there were 16 heroin overdose deaths in 2015. Crystal meth is on an increase and acid cases are also up. Heath Kilburn stated he was very proud to work with the sheriff’s office and the drug task force. He said they were a wonderful group of men in the county who work and train together.
They opened the floor for questions and spent time trying to answer the concerns of the residents present.

Fire Department
Chief Harrison reminded those present that the annual Fish Fry would take place March 18 at the fire house. He reported that they plan to retire the 1996 Suburban from active use.
Ralph Blanton told him that he felt like the current crew of firemen was the best the department has had in a long time.

Bob Glancy told the board that there was still a dust problem on Lake Road from the chip/seal project done last summer. They will look into this problem.

Zoning: Ralph Blanton reported that the township had received three applications for the zoning inspector position. They have all looked over the applications in the past week. The three people turning in applications are: Jeff Black, Jana Vaught, and Jesse McKeehan. He then asked the three to come forward and tell about themselves. After each spoke briefly on their qualifications for the job, Ralph Blanton thanked them and said that in their own way, each would bring something good to the job.
Kirk Ramsey then made a motion to hire Jesse McKeehan for the zoning inspector position. Heath Kilburn seconded the motion.

Mr. Blanton stated he based his vote on the knowledge that Mr. McKeehan has from his current job with the Village of Morrow as their zoning inspector. He will be resigning that position in the next week or so.
Mike Kassalen will retain his position with the township through March 31 so that he can work with Jesse during that time. Mike mentioned the fact that the zoning phone was at his home. He also reported that he had written the prosecutor three times regarding the bus but has not heard anything.

Donald Lynch brought up what was in the minutes from the last meeting regarding the bus. He said that there needs to be a follow up on the camper if there is a pursuit of the bus owner.

Chief Harrison requested that the board approve the addition of Zachary Sego to the cadet program. Heath Kilburn made a motion to add Zachary Sego to the roll of cadets. Kirk Ramsey seconded the motion. Vote: Mr. Kilburn, yea Mr. Ramsey, yea Mr. Blanton, yea

Roads
Mr. Kilburn brought up the status of Ghiels Carroll Road. Ralph reported that the county was bringing in more clay tomorrow. The rain beat down the first load, so they will bring more.

It was brought up that it is time to see if Jon Peters will come back to work for the summer, and also Rick Murray. Ralph Blanton said he would check with them.

It was mentioned that ditching is needed above the slide site on Ghiels Carroll Road.

Heath Kilburn thanked all three of the applicants for the zoning inspector’s position.

Fiscal Business

The fiscal officer prepared checks #16871-16909, 92159-92164 which totaled $33,948.96
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $22,503.52
which included receipts #8918 - #8943.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 8:00 PM. Heath Kilburn seconded the motion.
