Minutes March 22, 2016 Meeting

The Salem Township Board of Trustees met March 22, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with member Heath Kilburn present. Kirk Ramsey was absent. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Jesse McKeehan, Mike Kassalen, Chief Bill Harrison, and Bob Glancy

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates
3/16/16 Bard Smith Sec 4 Lot 204 SE & SE#2 Oversize Vale FH

Victoria Billman, employment specialist from the Common Pleas Court of Warren County, was present to speak for a young man seeking a job. He is checked regularly through the court. Since it has been learned that Rick Murray is not coming back to work this summer, Ralph Blanton stated it would be good to give this young man a try. He then made a motion to hire Michael Overbay to work as a summer employee in the Morrow Cemetery. Heath Kilburn seconded the motion.
Vote: Mr. Blanton, yea Mr. Kilburn, yea He will start March 25 and will be paid $10.00 per hour, working 7:00 – 3:30.

Zoning
Mike Kassalen stated he had turned everything regarding zoning matters to Jesse McKeehan. They need to switch the zoning telephone from Mike’s house to the office at the fire house. Jesse can then check for any incoming phone calls regarding zoning issues.

Fire Department
Chief Harrison told the board that Joshua Peterson had resigned his position with the fire department. Heath Kilburn made a motion to accept this resignation; seconded by Ralph Blanton.
Motion approved.
Chief also reported that Ken Patton, the current EMS medical director, can no longer fill this position. He recommended Brian McDonnell to fill this spot. Heath Kilburn made a motion to hire Brian McDonnell to serve as Medical Director for the EMS program. Ralph Blanton seconded the motion. Vote: Mr. Kilburn, yea Mr. Blanton, yea
He then reported there had been 67 runs in the month of February. They also had a special rescue training February 20-21.
Chief Harrison reported that they had served about 480 at the fish fry on Friday.
Heath Kilburn stated he had taken a tour of the fire house while at the fish fry and was really impressed on how well everything looked around the firehouse. He also commended chief on being able to get Care Flight to come to the fish fry and let people see the helicopter and talk to them.
Ralph Blanton also commented on the care that is given to the equipment.

Donald Lynch stated he had done some checking on the new zoning inspector and he thought the township had made a good choice.
He also had a comment about the township pursuing the owner of the bus and that they should give him some slack.

Personnel Matters
It was decided that Jon Peters would be starting back to work in the cemetery this week.

Jesse McKeehan would start this week in the zoning inspector position at the rate of $400.00 per month plus mileage at the rate of $.50/mile driven for zoning business.

Mr. Kilburn commented on what Mr. Lynch had said about the bus matter. He said the township is just asking the owner to take care of his property and make it look better.

Fiscal Business

The fiscal officer prepared checks #16910-16978, 92165-92183 which totaled $79,291.75
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period (through the end of the month) the fiscal officer deposited receipts in the amount of $16,069.16 which included receipts #8950 - #8971.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:27 PM. Ralph Blanton seconded the motion.
