Minutes April 26, 2016 Meeting

The Salem Township Board of Trustees met April 26, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Kirk Ramsey and Heath Kilburn present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Jesse McKeehan, Susan Ramsey, Chief Bill Harrison, and Bob Glancy.

The minutes were read and approved, and posted on the bulletin board.

Fire Department
Chief Harrison reported he had received a $5000.00 EMS grant and a $1,390.00 grant from the State Fire Marshall for training. Year to date he has received grants for the fire fund in the amount of $8, 765 and for EMS $69,250.
He told the board that he had received notice from Jonah Salyers that he would be resigning at the end of May due to his going to school full time to become a nurse. Kirk Ramsey made a motion to accept the resignation of Jonah Salyers; seconded by Heath Kilburn. Vote: all ayes
He also asked to remove Clinton Eschelman from the volunteer roster. Heath Kilburn made a motion to remove Mr. Eschelman from the volunteer roster; seconded by Kirk Ramsey. Vote: all ayes
Chief reported that the final bid on Gov.deals for the Suburban was $3,280.00. The buyer will come on Monday with payment to pick up the vehicle.
He then discussed the fact that there are only ten (10) active volunteers at this time. There were a couple of times last week that they couldn’t get the second squad out due to not having men available to man it. Therefore, the fire department is asking to put a 3.9 mill levy on the November ballot. If passed, this would provide the money to provide manpower to cover all shifts.
He requested the board to pass a resolution requesting the county auditor to certify the total current tax evaluation. Kirk Ramsey then made a motion to pass Resolution 0426-2016 requesting the Warren County Auditor certify to Salem Township (1) the total current tax valuation of Salem Township, including the Village of Morrow, Warren County, and (2) the dollar amount of revenue that would be generated by a specified number of mills. Heath Kilburn seconded the motion.

Chief also noted that Capt. Moenster had worked on the hitch. He has been doing other jobs, such as oil changes, etc. that is saving the fire department money.

Jesse McKeehan turned in the completed paperwork for his security bond. He reported that he had sent out several certified letters for zoning issues. He said one could possibly result in a citation if it is not cleaned up.
He would like to get input from other zoning departments in the county to learn how they handle matters.
He turned in 2 permits; one for a new home and one for a porch addition.
Ralph Blanton brought up the property at 6522 Morrow Rossburg Road. The trustees voted to have the property cleaned up last fall, but then it was going to sheriff’s sale in December. That sale was cancelled so the township again needs to get it cleaned up.
The zoning phone will be moved from Mike Kassalen’s home to the township room at the fire house. Century Link will have to be notified to make this change.

Township Matters
It was reported that the county had cleaned out a ditch area at Gheils Carroll and Morrow Rossburg Road, work was done on a culvert on Waynesville Road and the hillside on Ghiels Carroll is still holding.

Donald Lynch wanted to note that he had been threatened by Mr. Gooch at a public auction.
Heath Kilburn told him that since this auction took place in Hamilton Township, he should document it with them.

Heath Kilburn had no new issues to bring up, but stated the cemetery was looking good since the mowing was being kept up. Ralph Blanton agreed and said the guys know what they have to do to keep up with everything.

Fiscal Business

The fiscal officer prepared checks #17042-17094, 92192-92205 which totaled $50,975.87.
The board examined the bills that were ready for payment and Kirk Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,532.06 which included receipts #8981 - #9003.

With no further business to come before the board, Kirk Ramsey made a motion to adjourn the meeting at 7:45 PM. Heath Kilburn seconded the motion.
