Minutes June 28, 2016 Meeting

The Salem Township Board of Trustees met June 28, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with member Heath Kilburn present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Chief Bill Harrison, Jesse McKeehan, Bob Glancy, Paul Zorn, Don Lynch, Kirk Ramsey, Jr., and Susan Ramsey

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates

Appointment of New Trustee
Mr. Blanton stated that before he had passed away, Kirk had made it known that he would like to see his wife, Susan, appointed to replace him upon his death. Mr. Blanton said he wanted to honor that request. The appointment would be to fill out the remainder of the term until said appointment would end at the time of the next election and that person would have to run to keep the position for the remaining two years of the term. Having said this, Mr. Blanton made a motion to appoint Susan Ramsey to fill the position. Heath Kilburn stated that Kirk had also discussed this with him and he was in agreement and therefore, seconded the motion to appoint Mrs. Ramsey. Motion passed with all ayes.
Susan then came forward and stated there were big shoes to fill and she was much honored to fill the position.
Mr. Blanton said he had heard from one person who was interested and several names had been mentioned to him.

Fire Department
Chief Harrison gave an update to the refinancing of the Firehouse note. The new rate would be approximately 3.5% for the remaining 17 years of the note. That would create a savings of $35,000 per year. There would be an approximate payment of $9,000 to Peck, Shaffer Williams to cancel the current bond and issue a new bond. He requested the board approve this expenditure. Heath Kilburn made a motion to approve the expenditure involved in cancelling the old bonds and reissuing new ones at a new, lower rate. The OTARMA insurance is due for renewal and Chief said all the equipment information has been updated.
He reported that in the last 14 days they have had 24 Fire Runs and 29 EMS runs. These are higher than normal numbers.
He is hosting a 4 day training on July 9-12. They expect at least 80 firefighters to attend.
He was just notified that they had been awarded a $4,000 EMS grant. Since 2002 they have received $73,250 in EMS grants.
They have been working on a CAD system that will start operating in the county in 2017. He explained how it would work and save time in getting units to assist or be 1st responders.
Mrs. Ramsey then thanked the fire department for all they had done to help the Ramsey family the night of Kirk’s passing.

Jesse McKeehan turned in four zoning permits and a postage receipt. He had some new paperwork for companies to fill out for right of way work. The trustees will review this.
He gave an update on current zoning issues; some letters were sent.

Mr. Kilburn mentioned that John Landacre on Achterman Road had called about dead trees falling on the road. The trustees need to look at all the dead trees. Also ditching needs to be done as the culvert is stopped up. Gravel is needed on that section of the road.

It was discussed that the township had two inactive cemeteries that they keep mowed and there is a third one that an adjoining land owner mows.
Donald Lynch discussed how he thought everything about the Gooch property was done incorrectly. The county building inspector says it was not done correctly, but that does not have anything to do with the township.

Cemetery Mowers
Mr. Blanton brought up the fact that one of the zero turn mowers used for cemetery mowing has some major problems. It would cost approx. $3,000 to replace the engine or about $7500 to replace it with a state bid dealer. The problem appears to have been caused by the oil blowing out due to the loss of the dip stick. A new mower with a 48” deck could be delivered in three weeks. Heath Kilburn made a motion to purchase a new mower from Buchanan’s, but also send the 2010 out to see what it would cost to repair and use as a backup mower. Susan Ramsey seconded the motion. Heath asked if any of the old mowers not being used could be put on Gov.deals to sell.
He also asked about getting a price from another John Deere dealer before actually making the purchase. If it checks out to be the same, the purchase can proceed as approved.

Fiscal Business

The fiscal officer prepared checks #17226-17270, 922230-92244 which totaled $49,825.41.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Susan Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $20,144.72 which included receipts #9053 - #9079.

With no further business to come before the board, Susan Ramsey made a motion to adjourn the meeting at 7:55 PM. Heath Kilburn seconded the motion.
