Minutes July 12, 2016 Meeting

The Salem Township Board of Trustees met July 12, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Chief Bill Harrison, Jesse McKeehan, Don Lynch, Kirk Ramsey, Jr., Kennedy Ramsey, Bob Stewart, Bobby Stewart, Ethel & Jody.

The minutes were read and approved, and posted on the bulletin board.

Appointment of New Trustee
Mr. Blanton took this time to swear in new trustee, Susan Ramsey, with the oath of office. She will serve for the 18 months before the next election for trustees.

Fire Department
Chief Harrison started by giving the numbers for the month. There were 82 runs in June and the YTD number is 427. This is higher than normal.
He has looked into switching from Century Link/Direct TV to Time Warner for the services. They are now paying $510/mo. and with Time Warner it would be approximately $327/mo. They require a 3-year contract. Heath Kilburn made a motion to give Chief Harrison permission to sign an online contract with Time Warner to provide internet and phone service for the fire house. Susan Ramsey seconded the motion. Vote: All yeas

Next he brought up the refinancing of the Firehouse. He had the legal documents prepared by Peck, Shafer & Williams. There was a resolution to release the old bonds and refinance at a rate of 3.5% with Lebanon Citizens National Bank. Heath Kilburn made a motion to pass Resolution 2016-0712 to approve the payoff of the current bond so that the loan could be refinanced at a lower rate. Susan Ramsey seconded the motion.

The closing of the new bond will be July 15, 2016.

He then talked about the training held this past weekend. There were over 60 firefighters who came for the training in grain silo rescue. It was an 8 hour session.

Zoning
Jesse McKeehan turned in 1 zoning permit and a postage receipt. He had two certified letters returned as undeliverable. One of those properties is being sold with no know contact as yet.
He went to talk to the tenant at the Gooch property. He cannot reach anyone in connection to the Morrow Rossburg Rd. property. Ralph Blanton stated since they have a bid for $300 to do the clean-up, he thinks they should move forward with it. Heath Kilburn made a motion to proceed with the mowing and clean-up of this property and put the bill on the tax duplicate.
He also mentioned that he had talked to the Warren County Regional Planning office about the mixed business use on the 22-3 corridor. They will send a letter of suggestion of what needs to be done. He also brought up the website and suggested the trustees visit the websites of other municipalities to see what they like.

Don Lynch wanted the name of the man at the Regional Planning Commission who Jesse is working with. He also mentioned the logo. He also wanted Jesse to put a notice on the door at the Gooch property.

Susan Ramsey made a motion to accept the right of way forms that Jesse had submitted at the last meeting. Heath Kilburn seconded the motion. Vote: all yeas

Donald Lynch asked Susan Ramsey as a new member to offer a motion to issue a cease and desist order regarding the Gooch property to stop whatever they are doing now.

Susan replied that she thinks Jesse is doing a good job and she thinks they should let him follow up with his current plan of action.

Briarwood Subdivision
Mr. Blanton brought up the issues taking place in the Briarwood Subdivision which is around 30 years old. He explained that after the original inspection, the trustees in office then would not vote to take over the subdivision as there were too many drainage issues still to be resolved. However, after years of trying to get things taken care of by the county, they forced the township to take it over even though it was not up to code. There is a huge sinkhole near Bramblebush and after checking the basins today, another sinkhole has been discovered. It will have to be filled in. The county may have some camera equipment that can be used to see how deep the hole goes. Heath Kilburn suggested that the township get in touch with Chuck Petty at the county engineer’s office to get his opinion.

Ralph Blanton said there was a difference in the original price of the mower and asked to modify the price to $7,915.11. Susan Ramsey made a motion to change the purchase order amount of the mower to $7,915.11. Heath Kilburn seconded the motion. Vote: all yeas

Fiscal Business
The Fiscal Officer presented the proposed budget for Fiscal Year 2017 for the board to approve.
Heath Kilburn made a motion to approve submitting the proposed budget prepared by the fiscal officer for the year commencing January 1, 2017 to the Warren County Budget Commission pursuant to Section 5705.30 of the ORC. Susan Ramsey seconded the motion.

Ms. Harper then requested the board approve the following appropriation modifications to allow for the payoff of the old bond: Increase fund 15 by $1,720,330.56 for a new total of $1,978,735.06
Heath Kilburn made a motion to approve an increase to the Debt Service Fund (Fund 15) in the amount of $1,720,330.56. Susan Ramsey seconded the motion.

Mr. Kilburn then made a motion to transfer $12,943.34 from the Fire Fund to the Debt Service Fund to pay the interest due on the old bond, and to pay $1,765,000.00 received from the new bond, plus the $12,943.34 to Lebanon Citizens National Bank to make the payoff of the old bond due July 15, 2016. Mrs. Ramsey seconded the motion.

The fiscal officer prepared checks #17273-17322, 92245-92256 which totaled $41,057.32.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $7,422.07 which included receipts #9080 - #9085.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 8:00 PM. Susan Ramsey seconded the motion.
