Minutes July 26, 2016 Meeting

The Salem Township Board of Trustees met July 26, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Paul Kilburn, Don Lynch and Warren County Judge Gary Loxley

The minutes were read and approved, and posted on the bulletin board.

Cemetery Updates

Gary Loxley, Warren County Judge, was present to give an update on the court.
He thanked the trustees for letting him come. Judge Fisher was also supposed to come with him but was unable to make it. He explained the county is divided between the two judges. He talked about the program for veterans, the jail crowding issue, the heroin issue and other items of importance to the county system.

Fire Department
There was no report from the fire department as Chief Harrison was at the hospital with his father.

Don Lynch brought up the Gooch property rezoning. He was told that Jesse is working on it. He also asked about using the big storage boxes; was told to start with Jesse.

Ralph Blanton gave an update on the zoning issues. The property at 6522 Morrow Rossburg is being cleaned up and mowed. No progress on the Nease property on Lake Road.

Chief Harrison had told him that he is working on insurance changes and getting quotes for sealing the parking lot.

Concerning the drainage problem at Briarwood, Chuck Petty will take a look at it tomorrow around 11:00. He mentioned that several years ago there was a drainage problem at Shadowlawn and they had done some fill in work. He thought maybe the same thing could be tried at Briarwood to see if it would help the problem there.

Cemetery Costs
Ralph presented a print out from Union Township showing their current charges for open/close fees and other cemetery costs. Our charges are within $150-$200 of theirs. Our last change was made in June 2014. After a brief discussion, Heath Kilburn made a motion to increase the O/C fee from $650 to $800, to increase the price of a grave for a resident from $500 to $600, change the extra charge for late arrival from $100 to $200, and change that late arrival time from 2 PM to 3PM. Susan Ramsey seconded the motion.

The effective date of this change will be August 1, 2016

Heath Kilburn then brought up the Achterman Road problem. Ralph told him he had sent the crew out there to see what they could do.

Fiscal Business
The Fiscal Officer had the figures for the renewal from OTARMA of the liability insurance. The cost for coverage from July 28, 2016-July 28, 2017 will be $34,863.00 which includes any new vehicles purchased this year. Heath Kilburn made a motion to approve continuing the township’s insurance with OTARMA. Susan Ramsey seconded the motion.

The fiscal officer prepared checks #17323-17372, 92257-92273 which totaled $1,884,039.50.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $1,806,940.38 which included receipts #9086 - #9111.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:45 PM. Susan Ramsey seconded the motion.
