Minutes September 27, 2016 Meeting

The Salem Township Board of Trustees met September 27, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Chief Harrison, Jesse McKeehan, Jimmy Bishop and Kirk Ramsey Jr.

The minutes were read and approved, and posted on the bulletin board.

Fire Department
Chief Harrison reported that the blacktop job on the parking lot had been completed.
He had one resignation to turn in: volunteer Zack Thompson. Heath Kilburn made a motion to accept this resignation; seconded by Susan Ramsey.

They participated in a woods rescue this past week. A tree fell on an ATV rider. They were able to find him and carried him out.

Chief Harrison then called Kirk Jr and Susan Ramsey forward and presented them with the name plate for Kirk Sr. mounted on a plaque. They thanked him for this memento of Kirk’s service as a trustee.

The fire department members are busy when they are off duty going door to door to promote the levy.

Zoning Department
Jesse McKeehan, zoning inspector, had looked into citations for structures against code and explained there is a process to follow for making a citation.
He turned in the parcel ID’s for the properties that were to be assessed for mowing and clean up.
He mentioned mixed use on the corridor – the Regional Planning Commission has given him their ideas. He wants to get started on this and review what RPC suggested. There will be a meeting Wednesday, September 28, 2016 to talk about the process of making changes.

Don Lynch stated he was against putting up the bicycle signs.

Susan Ramsey brought up the parking problem on the streets in Washington Way. No Parking signs are needed there and in other places too.

Ralph Blanton asked Jesse about the township website. He is working on it.

Heath Kilburn asked Chief Harrison about election night which is November 8th, and also a scheduled meeting night for the township. After a brief discussion, everyone was in agreement to cancel the township meeting and only have one meeting in November. The payroll for November 9th and any invoices that will be due before the November 23rd meeting will be processed for the 8th and signed by the trustees. They will be approved at the November 23rd meeting.

The trustees discussed drainage problems on Bramblebush and Wolf Run. There are ditching problems that need to be taken care of.

At 7:20 Heath Kilburn made a motion to adjourn into Executive Session per Ohio Revised Code to discuss personnel matters. Susan Ramsey seconded the motion.

At 7:45 Heath Kilburn made a motion to adjourn out of Executive Session and return to open meeting. Ralph Blanton asked the Fiscal Officer to note that NO ACTION WAS TAKEN. Susan Ramsey seconded the motion.

A request from the Ohio Department of Transportation for a resolution to support the proposed bike trail was received, but as no part of the trail will be in Salem Township, this item received no action.

Fiscal Business

The Fiscal Officer had prepared checks #17518-17567, 92301-92320 which totaled $58.312.39.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $480,575.87 which included receipts #9163 - #9202.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:50 PM. Susan Ramsey seconded the motion.
