Minutes October 25, 2016 Meeting

The Salem Township Board of Trustees met October 25, 2016 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

The minutes were read and approved, and posted on the bulletin board.

Fire Department
Chief Harrison reported they had done a public relations detail with a free blood pressure check.
He requested new cadet Jarrett Walden be added to the Cadet Roster. Heath Kilburn made the motion to approve; Ralph Blanton seconded the motion. Vote: All ayes

He then asked that part-time employee Chris Handley be removed from the roster as he has taken a job at the University of Cincinnati. Heath Kilburn made a motion to approve removing Chris Handley from the employee roster; seconded by Susan Ramsey.

The trunk or treat was a success with about 400 children attending.
The firemen are still out walking to promote the fire levy.

Chief Harrison reported on the recent fatal plane crash that took place on the border of Salem and Turtlecreek Townships. It was in a wooded area and the firemen had to hike down a steep hill to reach the scene to put the fire out. He said they did an excellent job.

The fire department has purchased a snow plow from the money received for the sale of the old Suburban. They will attach it to the old truck and be able to help with plowing this winter when the situation calls for it.

Zoning Department
Jesse McKeehan, zoning inspector, presented a copy of the letter that will start the process for the proposed zoning change. There is a meeting scheduled with Warren County Regional Planning Commission on October 31, 2016.
He reported that the grass is out of hand at a property located on US 22-3.

Don Lynch suggested having a website for zoning questions.

Heath Kilburn stated he had contacted the Warren County Prosecutor’s office and he was told that because there is no longer a local paper in the Salem Township area, it is not necessary for the township to post notices in the paper.

He reported that there is a problem with the 2nd culvert on Ghiels Carroll Road. There is some falling off taking place at the shoulder. He suggested extending the pipe and adding fill by spring. He also mentioned taking some gravel in the cemetery to Achterman and a road near Blackhawk.
Ralph Blanton had a quote for $850 from Ohio Gravel to make repairs to the salt bin water problems. Heath Kilburn made a motion to proceed with the work as soon as possible; seconded by Susan Ramsey.

Justin Osborne, a resident of Woodward Claypool Road who has long trailers that he has to back in to his property has asked if the township would approve his paying for putting in a culvert and making a pull off that would be useful to anyone using that road. All three trustees are Ok with this. He will need to get an ok from the county and a permit.

The Bramblebush problem has been worked on and is improved. Wolf Run still needs ditch work and clean up done to help with that problem.
Ralph Blanton said he has told Mike Gilbert to put the plow on the new truck and run the routes before it snows to get a feel for how it handles.
The final day for the summer workers will be October 26.

Heath Kilburn made a motion to verify that there would be no meeting on November 8th, due to it being Election Day, and to approve paying the normal bills that would be done for November 8, 2016. Motion seconded by Susan Ramsey. Vote: all yeas

Fiscal Business

The Fiscal Officer had prepared checks #17617-17666, 92327-92341 which totaled $50,446.67.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Susan Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $16,766.19 which included receipts #9203 - #9211.

With no further business to come before the board Heath Kilburn made a motion to adjourn the meeting at 7:40 PM. Susan Ramsey seconded the motion.
