Minutes November 22, 2016 Meeting

The Salem Township Board of Trustees met November 22, 2016 (there was no meeting on November 8 because of Election Day) in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

The minutes were read and approved, and posted on the bulletin board.

Fire Department
Chief Harrison reported that he had added a volunteer to the roster, James Herzner. Heath Kilburn made a motion to approve this addition; seconded by Susan Ramsey.
Vote: all yeas
He then asked that they add Cadet Jonathan Derosia to the roster. Heath Kilburn made a motion to add Derosia to the Cadet Roster; seconded by Susan Ramsey.
Vote: all yeas
Chief was happy to report that they had received $25,000.00 from The Loeb Foundation.
They would like it to be applied to the payment on the fire house.
Since the levy passed, they would like to start the process to hire some part-timers in January and February. There have been 3-4 applicants for volunteers that have come in as a result of the men going door to door to promote the levy.

Ralph Blanton received a letter from Richard Oeder praising Chief Harrison for heading up the levy campaign and helping to make sure it passed. Great job

Zoning Department
Jesse McKeehan, zoning inspector, first commented that it was great that the levy had passed. He reported things had been quiet lately, but had issued 2 permits; one for a pole barn and one for a small deck. He brought up a planned development on 48 acres at the end of Dallasburg Road. He has a meeting regarding regulations and recommendations regarding the text for a change that would go to the planning commission. A new Board of Zoning Appeals needs to be established before any of this can take place. There are two known vacancies on the board as some of the former members are no longer township residents. Jesse would like to have all interested residents attend the next meeting so that a board could be filled out and they could get to work on the change. He handed out new verbiage that will be introduced when the zoning is changed.

Ralph Blanton brought up the township website, saying he was not knowledgeable about websites. Jesse suggested we look at the websites of other townships to see what they are doing. He suggested looking at Clearcreek Township as he thinks it is pretty good.

Heath Kilburn mentioned a property at Salem & Lake Rds where there are several cars, and also a place along St Rt 123 just south of 22-3 down the hill that has a lot of junk sitting around.

Don Lynch mentioned that he thought the minutes should be posted before they are approved. Ralph told him the township would not post any minutes until they are approved. Mr. Lynch also questioned the fact that the township was told by the Warren County Prosecutor’s office that we would not have to post notices in a paper since there is no longer a local paper.

Heath Kilburn brought up the problem with the guard rail on Moore Saur Road. He would like to get with Jerry Martin, a resident on that road, and let him buy the guard rail at cost and the township would help put it up. He also mentioned a trouble spot on S Waynesville Road, and the fact that the signs for the Christmas Ranch need to go up now. They also discussed the use of cameras in various places.

Chief Harrison reported that he had received a resignation from Lt. Robert Edmonds who is taking a full time job with Miami Township Fire Department in Clermont County. He will be leaving January 3, 2017.

Ralph Blanton reported that the township had received a Community Partnership Recommendation for the hiring this summer of Mike Overbay.

Fiscal Business
Debbie Harper, Fiscal Officer, presented a Resolution for the board to approve directing the county auditor to levy a tax outside the 10-mill limitation.
Heath Kilburn made a motion to pass Resolution 16-1108 directing the Warren County Auditor to levy a tax outside of Ten Mill Limitation as authorized by a vote (ORC 5705-.25(d)), and said tax will be at a rate of 3.9 mills on each dollar of valuation of a tax of $.39 on each one hundred dollars ($100.00) with the proceeds of said levy to the credit of the Fire Fund for purposes stated in the ballot language.
Susan Ramsey seconded the motion.

Ms. Harper asked the board to approve the following appropriation modifications:
Increase 10A07 $6,000
Increase 10A02 $10,000 Decrease 10A01 $16,000
Heath Kilburn made a motion to approve this appropriation modification; seconded by Susan Ramsey.

The Fiscal Officer had prepared checks #17617-17666, 92327-92341 which totaled $50,446.67 for the balance of October, and checks 17667-17743, 92342-92361 which totaled $268,038.02.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $98,677.22 which included the remaining October receipts #9212 - #9238 and #9239-#9270 in the amount of $144,949.31 for November.

It was mentioned that the crew had worked on the pipes and drains in Morrow Meadows, and it was stated that the drains had not been properly installed and configured when the development had gone in.

With no further business to come before the board Heath Kilburn made a motion to adjourn the meeting at 7:50 PM. Susan Ramsey seconded the motion.
