Minutes January 10, 2017 Meeting

The Salem Township Board of Trustees met January 10, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Don Lynch, Jesse McKeehan, Chief Harrison, Bob Glancy

The trustees read the minutes and Susan Ramsey made a motion to approve the minutes from the December 27, 2016 meeting. Heath Kilburn seconded the motion. Vote: all yeas

Cemetery Updates
1/7/17 George Watkins Sec 4 Lot 244 Center East

At this time, Ralph Blanton turned the meeting over to the fiscal officer to proceed with nominations for president. Heath Kilburn nominated Ralph Blanton to be president for the 2017 year. Susan Ramsey seconded the motion. Debbie Harper asked if there were any other nominations. As there were none, she asked for a vote. All yeas.
She then turned the meeting back over to Mr. Blanton who asked for nominations for vice president. Susan Ramsey nominated Heath Kilburn. Ralph Blanton seconded the motion.
There were no other nominations and a vote followed with all yeas for Mr. Kilburn.

Fire Department
Chief Harrison presented a new agreement with Medicount Management for the billing of EMS services to Medicare. He explained that the rates will stay the same. The new contract will just be bringing all items up to date. Heath Kilburn made a motion to approve the new contract; seconded by Susan Ramsey.

Chief reported that the fire department has been doing some training with law enforcement. They will be training with the Warren County Sheriff’s canine unit tomorrow night. He invited anyone to come to see what a great job this unit does. They will also be doing some taser training.

Zoning Department
Jesse McKeehan, zoning inspector, didn’t have any new zoning business to report.
Don Lynch asked him for a plat for the 3 new homes on Dallasburg Road.

He then discussed his ideas for a bulletin board for the township.

Ralph Blanton reported that the county was looking for roads that need to be paved or chip/sealed this summer. They need to look at the roads and see which need to be worked on this summer. He mentioned that Ireland Road was pretty bad.

Annual Mileage Certification
The 2016 Township Highway System Mileage Certification is due to the Warren County Engineer’s Office. The mileage for Salem Township for 2016 is 24.305 miles. The trustees signed the certification and it will be returned to the county engineer’s office for his signature.

The fiscal officer had received a letter requesting funding for the Warren County Drug Task Force. Heath Kilburn made a motion to decline contributing funds at this time; seconded by Susan Ramsey.

Fiscal Business
Debbie Harper, Fiscal Officer, requested that the board approve continuing the charge off of the trustees’ salaries at one-third to the General Fund, Gas Fund and Road & Bridge Fund. The board approved this breakdown of funding for their salaries.

The Fiscal Officer had prepared checks #17841-17881, 92381-92392 which totaled $83,766.95.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Susan Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $27,545.79 which included receipts #9308 - #9312.

With no further business to come before the board Heath Kilburn made a motion to adjourn the meeting at 7:30 PM. Susan Ramsey seconded the motion.
