Minutes February 14, 2017 Meeting

The Salem Township Board of Trustees met February 14, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Chief Harrison, Don Lynch, Jerry Martin

The trustees read the minutes and Heath Kilburn made a motion to approve the minutes from the January 24, 2017 meeting. Susan Ramsy seconded the motion. Vote: all yeas

Cemetery Updates

Jerry Martin, resident of Moore Sauer Road, thanked the board for taking care of installing the new guard rail. He said it was a good job and appreciated it.
Trustee Kilburn suggested the township write a letter to thank the county for their contribution to this project. He will compose the letter.

Fire Department
The first item Chief Harrison brought up was to remove two volunteers from the roster; Brian Baer and Mark Klewer. Heath Kilburn made a motion to remove the two volunteers from the roster, seconded by Susan Ramsey.
Vote: all yeas
Chief Harrison then asked the board to approve adding three new part time employees to the active roster; Chris Glancy, Richard Hargis and Kyle Hannigan. Heath Kilburn made a motion to approve hiring these three part time.
Susan Ramsey seconded the motion. Vote: all yeas
Chief then told the board that Duke Energy had been in to present a class on how the firemen should work to keep themselves safe around the power lines. They are coming again to do a class on working around gas lines.

He is getting estimates for security cameras for both the fire house and cemetery.

Melody Stacy and her son Mitchell Stacy, who is a Boy Scout, were present so Mitchell could fulfill the requirement of attending a public meeting.

Zoning Department
Jesse McKeehan, zoning inspector, was not present as he had another commitment.

Don Lynch questioned why the zoning inspector doesn’t have to attend the meetings. He had questions about the current website. After other comments, he requested that the zoning inspector be in attendance until business is done.

Trustee Kilburn mentioned that the big culvert on Moore Saur near where the new guardrail was installed, is rotting through on the bottom. Something should be put in the bottom to keep water from getting in and sitting there.
Also, he mentioned on the field side of Bennett and Ludlum, it appears the culvert is washing out underneath the road.

Trustee Blanton reported that the crew has worked on making the grade deeper on Halls Creek.

He has received a suggestion from the county that it might be good to crack seal Shadow Lawn; it might last for a couple of years before paving would be needed. He suggested using the same set up that the fire department used on the driveway and the whole area around the firehouse.

The estimated cost of paving Ireland Road from Ludlum to the culvert replacement is $37,999.

Fiscal Business

The Warren County Regional Planning Commission sent the annual request for the township’s representative to serve on the board. It was decided Jesse McKeehan would be the representative and Ralph Blanton would be the alternate.

Debbie Harper, Fiscal Officer, presented the Permanent Appropriation figures for FY 2017 to the board and Heath Kilburn made a motion to pass Resolution 2017-0214 as follows: Be it resolved by the Board of Trustees of Salem Township that to provide for the current expenses and other expenditures of said Board of Trustees, during the fiscal year ending December 31, 2017, the following sums be and the same are hereby set aside and appropriated for the purposes for which expenditures are to be made for and during said fiscal year 2017 as follows:

GASOLINE 419,526.23
ROAD & BRIDGE 430,442.02
CEMETERY 113,645.37
BEQUEST 905.61
FIRE DISTRICT 1,544,236.49
ZONING FUND 7,542.43


Susan Ramsey seconded the motion.

The Fiscal Officer had prepared checks #17956-18002, 92412-92416 which totaled $43,198.19.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Susan Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $5,839.67 which included receipts #9332 - #9340.

With no further business to come before the board Heath Kilburn made a motion to adjourn the meeting at 7:35 PM. Susan Ramsey seconded the motion.
