Minutes March 28, 2017 Meeting

The Salem Township Board of Trustees met March 28, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Mr. Blanton led all those present in the pledge to the flag.

Others present: Jesse McKeehan, Bob Glancy, Chief Harrison and Don Lynch

The trustees read the minutes and Heath Kilburn made a motion to approve the minutes from the March 14, 2017 meeting. Susan Ramsey seconded the motion.

Fire Department
Chief Harrison first brought up the reminder for the annual fish fry to take place April 7 at the fire station. They hope to have a large turn out this year.

Next he reported he has been doing interviews to choose a replacement for Captain Edmonds who left in January. He has had men from other departments help with the interviews and testing and they have chosen Jamieson Benoit as the best candidate, though he said the three who applied were very close in scoring. Heath Kilburn made a motion to make a preliminary job offer for the Lieutenant position to Mr. Benoit, seconded by Susan Ramsey. Vote: all yeas
If he accepts, he will start on the process with OPFPF and then will be hired for the job at a future meeting.
Chief Harrison attended a class today for recertification in car seat installation. It is one of many classes they must take to keep certification.
He told the board they he has been working on updating the EPCR system and that John Moenster has been doing a lot of maintenance on the equipment; the air trailer and both squads.

Security Cameras: Chief has received several bids and prices on security cameras for both the cemetery and the fire station. For the cemetery he has a bid of $2100 for 8 cameras with the township doing the installation. It was determined the gate is too far from the building where the cameras would be to be workable. This purchase would be from Microcenter.
Susan Ramsey made a motion to approve this purchase and have the cameras installed at the cemetery. Heath Kilburn seconded the motion. Vote: All yeas

He has a prices of $7985 and $9600 for the fire station security cameras. He would like to table this decision until he can look into the different pixel count which could affect the price.

Zoning Department
Jesse McKeehan, zoning inspector, turned in one permit for this time period. He reported he has had calls concerning junk, dividing properties and swimming pools.
Don Lynch brought up the David Smith property. Jesse explained to him that if buildings have been on a property for over 10 years, they have become legal non-conforming structures.

Trustee Kilburn brought up the matter of the large tree on Halls Creek Road that had fallen and taken down wires. He said a part of the tree is still out in the road and needs to be cut up and removed. The crew will go out and take care of it.

Trustee Blanton had prepared a list of the most current members of the zoning committee. He spoke with all who had been listed in previous minutes as serving on either the Board of Zoning Appeals or the Zoning Commission (committee). Those who were willing to serve on either committee are as follows: Michelle Toller, Rob Haines, Larry Tobler, Gary Mummert, Stewart Smith, Bobbie Grice, Scott Charleton, Judy Keck and Nate Mullanney. Alan Cornett and Dave Hartmann are willing to serve as alternates. Mr. Blanton asked for a motion to approve the appointment of these residents to serve on the zoning committees for the year 2017. Heath Kilburn made the motion to approve the nine members listed and the two alternates to serve on the zoning boards for the year 2017. Susan Ramsey seconded the motion.

Trustee Blanton brought up the need for summer workers in the cemetery. He stated that both Jon Peters and Mike Overbay have contacted him and would like to come back to work this year. He has not been able to find anyone who is interested in this work. He has spoken with both regarding that it was not a good year last year. Susan Ramsey made a motion to bring both men back at the same rate as last year; $12.50 for Peters and $11.00 for Overbay. Heath Kilburn seconded the motion.

Trustee Blanton then mentioned that the crew had last received an increase in pay in December 2014 for the year 2015. He stated their work ethics are great and they are always on time and were all around good workers. After a brief discussion, Heath Kilburn made a motion to increase the hourly wage for Mike Gilbert and Greg Webb by $0.60 per hour, seconded by Susan Ramsey. Susan Ramsey then made a motion that the raise be effective on the next payroll; seconded by Heath Kilburn. Vote: all yeas

Fiscal Business
Debbie Harper, Fiscal Officer, had a communication from the State Liquor Board regarding an application for a liquor license from the All American Drive Thru located at 5979 US 22-3. The township had to respond if they wanted a hearing on this matter. The board was in agreement that they did not want to request a hearing.

Trustee Kilburn brought up the problem with junk cars and suggested the township take it out of the hands of our zoning. There could be a form to fill out and send to the Warren County Sheriff and let him take care of it. This is allowable under ORC.

The Fiscal Officer had prepared checks #18087-18130, 92436-92448 which totaled $42,680.09.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Susan Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,051.89 which included receipts #9371 - #9395.

With no further business to come before the board Heath Kilburn made a motion to adjourn the meeting at 8:10 PM. Susan Ramsey seconded the motion.
