Minutes April 25, 2017 Meeting

The Salem Township Board of Trustees met April 25, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with member Susan Ramsey present. Heath Kilburn was absent. Mr. Blanton led all those present in the pledge to the flag.

Others present: Chief Harrison, Jamison Benoit, Todd Buzzard, Ryan Hurley, Woodie and Michele Davis, Joe Garrett and Don Lynch

The trustees read the minutes and Susan Ramsey made a motion to approve the minutes from the April 11, 2017 meeting. Ralph Blanton seconded the motion.

Cemetery Updates

Fire Department
Chief Harrison reported that the security cameras for the cemetery have been installed. The final cost was just under $1,500.
The fire department received a grant from the Ohio Fire Marshall’s Office for training in the amount of $3,850.
Chief told the board he has the annual renewal packet for liability insurance. All the vehicles and buildings need to be looked at for insurance purposes. Ralph Blanton has also met with the insurance rep for the township’s vehicles and buildings, checking on signs and any things relating to the township’s liability. They need to keep track of any changes in signs and postings and document these changes for liability purposes.
As for the security cameras for the fire house, there have been several quotes received ranging in price from around $8,000 to $22,000. The best price came from Dryco Electronics at $8,230.80. Chief Harrison suggested going with the Dryco Company as it is a local company and they have been working with security installations for years.
Trustee Ramsey made a motion to have the security for the Fire Station be installed by the Dryco Company with the bid of $8,230.80, seconded by Trustee Blanton.

Chief Harrison went on to speak on the number of water rescues taking place each year. The current rescue boat is made to hold a maximum of 250 pounds or two persons. He has been looking at prices for a new boat; one that would hold up to 8 people or 2,200 pounds. He would like to replace the old boat with this new rubber boat and a 25 HP motor. He has allowed for this purchase in this year’s budget. He is looking for a better price on the motor and would like to keep the cost to $7,000.00.
Susan Ramsey made a motion to approve up to $7,000 for the purchase of boat and motor; seconded by Ralph Blanton.

The following three firemen were in attendance at the meeting to be introduced to the board and any residents in attendance: Firefighter Ryan Hurley, Firefighter Todd Buzzard and Lt. Jamieson Benoit.
It was brought up that 2 years ago when Chief Lafollette retired, and Bill became chief, the assistant chief’s position was not filled. Chief Harrison reported that Justin Principato has been working each day to help him get caught up with paper work. Chief Harrison would like to create a full time administrative position to help every day with working on grants and billing. Susan Ramsey made a motion to create a new administrative position for the fire department with the hours being Monday thru Friday. Ralph Blanton seconded the motion. Vote: all ayes

Joe Garrett from Trebel Energy Services presented information on government aggregation for electric service. After explaining how it would work and the advantages to the township residents, it was decided he would send a contract for the county prosecutor to look at before the township would make any further decisions on this matter. He would also approach the village to see if they would like to be a part of this program.

Trustee Kilburn was not present to answer Woodie Davis’s question about Ward Road.
Don Lynch had questions about the list of proposed zoning board appointees. He protested the names being offered to serve. He issued a complaint that the zoning inspector was not present at this meeting.

As the Warren County Engineer’s Office requires a resolution to purchase the road salt in a county wide order, Susan Ramsey made a motion to adopt Resolution 2017-0425 to approve the purchase of 100 tons of road salt as part of the bid made by the Warren County Engineer’s office. Ralph Blanton seconded the motion. Vote: Mrs. Ramsey, yea Mr. Blanton, yea

Fiscal Business
Debbie Harper, Fiscal Officer, requested the board approve the following appropriation modification to the Road Fund: increase 04A14 $23,370.73 decrease 04C03 $23,370.73
Susan Ramsey made a motion to approve this modification. Vote: all ayes

Ms. Harper then requested the board approve the transfer of $23,370.73 from the Road Fund (04) to the Debt Service Fund (15) for the purpose of making the payment on the new Freightliner truck. Susan Ramsey made the motion to approve this transfer, seconded by Ralph Blanton. Vote: all ayes

The Fiscal Officer had prepared checks #18176-18229, 92455-92469 which totaled $58,948.91.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Ralph Blanton seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $827,198.90. which included receipts #9407 - #9431 which included the 1st half settlement of property taxes.

Ralph Blanton reported that Michael Overbay had resigned the part time cemetery position. He has interviewed Justin Horn and would like to hire him for this position. Susan Ramsey made a motion to hire Justin Horn for cemetery mowing effective April 24, 2017. Ralph Blanton seconded the motion.

The starting rate will be $10.00 an hour.

With no further business to come before the board Susan Ramsey made a motion to adjourn the meeting at 8:25 PM. Ralph Blanton seconded the motion.
