Minutes June 13, 2017 Meeting

The Salem Township Board of Trustees met June 13, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Susan Ramsey and Heath Kilburn present. Mr. Blanton led all those present in the pledge to the flag.

The trustees read the minutes and Susan Ramsey made a motion to approve the minutes from the May 23, 2017 meeting. Heath Kilburn seconded the motion.

Major Steve Arrasmith was present to give the annual report for 2016 of the Warren County Drug Task Force. He reported they now had 21 full time members and covered all of Warren County and Wilmington. Heroin continues to be the main problem and there is now a mixture of fentanyl/heroin that is quite dangerous. He was asked about medical marijuana and said they have not heard anything regarding its use or growth in this area. Susan Ramsey thanked him for all they do in our area.

Zoning - Jesse McKeehan reported he has had many inquiries regarding permits. He turned in five that had been processed. There are some non-conforming lots in the township and he has been questioned if they can be home sites. It all depends on when the lot was created and the zoning at that time. He reported the three properties located on 22-3, Lake Road and Salem Road all have high grass. He has sent out letters but nothing has been done. Heath Kilburn made a motion to have these properties mowed and assess the amounts on their taxes. Susan Ramsey seconded the motion.

Jesse had quotes from Jimmy Bishop to do this mowing, and will contact him.

Fire Department
Chief Harrison reported they have completed the process to hire someone for the new administrative position. After interviews and testing, they have chosen Justin Principato for this position. Heath Kilburn made a motion to offer the job to Mr. Principato. He will have to take the physical required for OPFPF before he can be officially hired. Susan Ramsey seconded the motion. Vote: all ayes

Chief then presented resignations from Devan DiFrancesco and Gideon Conger who got a full time job. Heath Kilburn made a motion to approve removing these two firemen from the roster; seconded by Susan Ramsey. Vote: all ayes
Next he asked the board to approve adding Darrick Treat and Charles Pell to the active roster. Both are FireFighter/EMT’s. Heath Kilburn made a motion to add Charles Pell and Darrick Treat to the active roster; seconded by Susan Ramsey. Vote: all ayes

Chief then reported on the water rescue that took place today. It took them 45 minutes to find the person and then four hours to complete the rescue.
He reported the new LifePaks have been received. They will have to do training on them before they can be used.
Other items discussed: the hydraulic pump on engine 71 needs to be replaced; cost approx. $50,000
BWC has a grant that would be used for this. He will look into that. This will be a project on next year’s budget.
He brought up that he would like to have a policy that the Morrow Police Department and the Warren County Sheriff’s Office employees could use the fitness room in our fire house. They have been talking about it as neither of those departments have the equipment available. Susan Ramsey made a motion to approve the use of the fitness room by the Morrow Police and the Warren County Sheriff’s Department. Heath Kilburn seconded the motion and asked that they also include the Ohio State Patrol in the list of users and it can only be used by law enforcement officers.

Chief Harrison then reported he had looked at several weather protected bulletin boards. He is waiting for a price on one that he thinks would work. Heath Kilburn made a motion to approve the purchase of a bulletin board for township postings; seconded by Susan Ramsey.

Don Lynch asked that the zoning inspector stay for the entire meeting. He had comments on the Gooch property.

Ralph Blanton stated Justin Horn is doing a good job and he would like to increase his pay to $11.00 per hour effective with the next pay. Susan Ramsey made a motion to increase Justin Horn’s pay to $11.00 per hour; seconded by Heath Kilburn.

Ralph Blanton presented a resolution prepared by the Warren County Prosecutor’s office authorizing all actions necessary to proceed with placing the Opt-Out provision on the ballot.
Heath Kilburn made a motion to pass Resolution 0613-2017 to authorize all actions necessary to effect a governmental electricity aggregation program with Opt-Out provisions pursuant to section 4928.20 ORC and directing the Warren County Board of Elections to submit a ballot question to the electors. Susan Ramsey seconded the motion.

Mr. Blanton then brought up the issues connected with medical marijuana. He said there are three steps involved in the process: growth, processing and distribution. The state gave the townships the right to outlaw any of these steps. There is a resolution that, if passed, can allow the township to outlaw any or all of the steps. Several other townships in the area have passed resolutions to ban all steps. After a brief discussion, Heath Kilburn made a motion to pass Resolution 0613B-2017 to prohibit medical marijuana cultivators, processors and retail dispensaries licensed under chapter 3796 of the Ohio Revised Code (Medical Marijuana Program) in the unincorporated territory of Salem Township, Warren County, Ohio. Ralph Blanton seconded the motion.

Fiscal Business

The Fiscal Officer had prepared checks #18325-18376, 92491-92499 which totaled $65,151.74.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $87,899.57, which included receipts #9470 - #9479.

With no further business to come before the board Susan Ramsey made a motion to adjourn the meeting at 8:00 PM. Heath Kilburn seconded the motion.
