Minutes September 12, 2017 Meeting

The Salem Township Board of Trustees met September 12, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Blanton led all those present in the pledge to the flag.

Others present: Chief Harrison, Don Lynch, Kirk Ramsey, Jr., Jerry Martin, Mike Breeze and a resident on Foster Maineville Road

The trustees read the minutes and Susan Ramsey made a motion to approve the minutes from the August 22, 2017 meeting. Heath Kilburn seconded the motion.
Vote: Mrs. Ramsey, yea Mr. Kilburn, yea
Mr. Blanton abstained since he was not at the Aug 22nd meeting.

Zoning - no zoning report for this period.

Fire Department
Chief Harrison requested that the board approve the addition of three volunteers to the active roster; Josh Fagin, Balley Smedley and William McKenzie. Heath Kilburn made a motion to add the three afore mentioned firefighters to the active roster of volunteers. Susan Ramsey seconded the motion.

Chief reported that the LED lighting project was almost completed. There are three lights on backorder. Mr. Lynch suggested using fewer bulbs to save money. Chief Harrison told him he had to match requirements.

The equipment for the rescue task force should be received in about six weeks.
Heath Kilburn then stated he had recently taken ride in the new rescue boat and was impressed by how great a boat it was.

Jerry Martin asked about mowing on Moore Saur Road.

Don Lynch questioned the new bulletin board being erected at “8 ft. in the air”.
He also brought up that the zoning inspector was not present.
Ralph Blanton then presented the six zoning permits that Jesse McKeehan had turned in for this period.

Debbie Harper, Fiscal Officer, reported the audit for FY 2015-2016 had been completed and will be sent to Columbus.

Heath Kilburn has looked in ORC regarding zoning issues. It is stated that it is not required for the zoning inspector to attend township meetings.
He also stated the cemetery is looking good.

Mr. Kilburn then asked about the time clocks. Chief Harrison told him they should be in this week.
He also stated he thought there should be one more weed eating done around guard rails before winter.

Ralph Blanton mentioned that there would be two public meetings regarding the electric aggregation item that will be on the November ballot. The October 3, 2017 meeting will take place at the Fire Department at 6:30 PM.

It was mentioned that there is a problem with the lights at S. Waynesville Road and Bramblebush Road.
Also trees at S. Wayneville and Hallscreek/Trovillo Road at the curve need to be trimmed back.

Ralph Blanton reported he had purchased the small 20 volt tools for the crew, and a set of tires had been purchased for the mower.

Fiscal Business

The Fiscal Officer had prepared checks #18655-18707, 92568-92572 which totaled $65,651.06.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $11,935.91 which included receipts #9586 - #9594.

With no further business to come before the board Heath Kilburn made a motion to adjourn the meeting at 7:35 PM. Susan Ramsey seconded the motion.
