Minutes September 26, 2017 Meeting

The Salem Township Board of Trustees met September 26, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Blanton led all those present in the pledge to the flag.

Others present: Chief Harrison, Don Lynch, Kirk Ramsey, Jr., Ron Maag, Mike Breeze, Jerry Lindsay, and Mary Elmer.

The trustees read the minutes and Susan Ramsey made a motion to approve the minutes from the September 12, 2017 meeting. Heath Kilburn seconded the motion.

Fire Department
Chief Harrison reported he has been working on grant applications from BWC. One for $40,000 for rescue tools and one for $15,000 for gloves and masks.
There’s an issue with a muskrat on the pond at the firehouse.
Company shirts are getting worn as they are used by any active fire fighter. He has priced shirts at Phoenix Outfitters. There is a better shirt that costs $2 more per shirt, but it will hold up better.
Oct 29th will be the annual Trunk or Treat at Morrow Plaza. The Fire Department will participate from 2-4.
They’ve been practicing draft training at Oeder’s Lake.
Heath Kilburn asked about the pumps and they discussed battery operated tools. Chief has looked into them and thinks it is the better way to go.
He reported the time clocks are in and he will show the crew how they operate.

Don Lynch had a complaint about the new bulletin board; it was too high and made it difficult to read the postings.

Heath Kilburn reported the crew has been out trimming bushes. Ralph Blanton said they are making progress in catching up with this trim work. Also some cemetery stones had been damaged from weed eating or mowing. They have been replaced.

Ralph Blanton brought up the drainage problems in Bramblebush development. The hole that was filled up last year is again a problem this year. The crew has taken a load of dirt to fix this problem. A discussion followed on what can be done to take care of this problem. It is a huge problem and is a concern as to how bad it can become. Mr. Blanton will talk to the county engineer to try to get some help with it.

Heath Kilburn brought up a problem with part of Gilmore Road washing out at the top of the hill. They hope by putting some rock there, it will slow the water down. The drains also could be cleaned out.

Fiscal Business

Debbie Harper presented the Rates Resolution for FY2018 business to be approved. Heath Kilburn made a motion to pass Resolution 17-0926A to accept the amounts and rates as determined by the Budget Commission of Warren County and authorizing the necessary tax levies and certifying them to the county auditor. Susan Ramsey seconded the motion.

Ms. Harper then requested approval for the following appropriation modification:

Increase 10-A-15A $1600.00 Decrease 10-A-06 $1600.00

Susan Ramsey made a motion to approve the appropriation modification as listed; seconded by Heath Kilburn

The Fiscal Officer had prepared checks #18708-18753, 92573-92587 which totaled $57,292.60.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $668,148.67 which included receipts #9595 - #9629.

With no further business to come before the board Susan Ramsey made a motion to adjourn the meeting at 7:40 PM. Heath Kilburn seconded the motion.
