Minutes October 24, 2017 Meeting

The Salem Township Board of Trustees met October 24, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Blanton led all those present in the pledge to the flag.

Others present: Chief Harrison, Don Lynch, Kirk Ramsey, Jr., Jerry Lindsay, and Mary Elmer.

Cemetery Updates
There were no cemetery updates for this period.

The trustees read the minutes and Susan Ramsey made a motion to approve the minutes from the October 10, 2017 meeting. Heath Kilburn seconded the motion.

Zoning - no zoning report for this period.

Fire Department
Chief Harrison reported the fire department had received a grant from the Loeb Foundation through Lebanon Citizens Bank in the amount of $30,000.00. It will be used for part of the annual payment of the fire station note.

He also reminded everyone of the Trunk or Treat to be held this Sunday, October 29 from 2-4 P.M. at the Morrow Plaza.

Chief reported that Bailey Smedley and William McKenzie who had been hired as volunteers, but never worked, had resigned. He asked the board to accept these resignations. Heath Kilburn made a motion to accept the resignations of Bailey Smedley and William McKenzie. Susan Ramsey seconded the motion.

He then asked the board to approve the addition of Dave Thomas as a part-time employee. Susan Ramsey made a motion to add Dave Thomas to the active roster of the fire department; seconded by Heath Kilburn.

Chief then discussed the incident of a natural gas leak in front of the schools on Welch Road on Monday. They evacuated the students to the junior high school until around 11:45.

The church on Pamela Drive sponsored a dinner for First Responders on Saturday. They hope to plan this event again.

Next there was a discussion about dangerous intersections and location of stop signs in the area.

Don Lynch brought up that he had asked for an okay for the use of a shipping container known as a “Costco Box.” Ralph Blanton will follow up on that. He also again mentioned that the zoning permits should be turned in the zoning inspector.

Trustee Blanton reported that the Rumpke truck had backed into the gate at the cemetery. They called and said they will replace the gates.

Regarding the fallen tree issue; the insurance company has been out to look at it and are still not sure if it is on township property. Susan Ramsey made a motion to take the other half of the tree down since it could fall and create a problem. Heath Kilburn seconded the motion.

Fiscal Business

The Fiscal Officer had prepared checks #18810-18864, 92594-92608 which totaled $61,403.34.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $52,604.26 which included receipts #9637 - #9665.

With no further business to come before the board Heath Kilburn made a motion to adjourn the meeting at 7:328 PM. Susan Ramsey seconded the motion.
