Minutes November 28, 2017 Meeting

The Salem Township Board of Trustees met November 28, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Blanton led all those present in the pledge to the flag.

Others present: Chief Harrison, Don Lynch, Kirk Ramsey, Jr., Ray Gatman, Mary Elmer, and Jesse McKeehan

The trustees read the minutes and Susan Ramsey made a motion to approve the minutes from the November 14, 2017 meeting. Heath Kilburn seconded the motion.

Fire Department
Chief Harrison reported he had contacted a couple of vendors who work on websites. He had three prices to update the township’s site. Susan Ramsey said she had talked to Jim Gast regarding the website and he will come to a meeting to talk about how he would update the website.
Chief reported that the fire department’s server had been hacked and is now off line. He is downloading all the data that he had saved on the back up. It has been running over 12 hours.
Regarding the OTA winter conference, the chief has been asked to present a class on January 31st at the conference and take part in a presentation on February 2nd.
They have received more thank-you notes for fire runs and squad runs.
EMS 71 hit a deer and it will require two weeks for repairs. Damages are estimated to cost $4,300 to repair.
Chief updated personnel matters by telling the board that Matt Helton now has a full-time job at Turtlecreek, but will help out as much as he can with runs here.
Todd Buzzard has requested a leave of absence for about a month. Mark Greatorex will come back and help as much as he can, and Zack Compton has also said he will help with some shifts. Heath Kilburn made a motion to accept the re-employment of Mark Greatorex and Zack Compton. Susan Ramsey seconded the motion.

Jesse Mckeehan, zoning inspector, reported he had heard from Carrie Yeager at the county and they are providing tire recycling now.
He has sent out letters on some junk vehicles. Some complaints on cell towers have been received. There are upgrades due on cell towers, and portable carports/garages now have to have poured footers and the “building” must be attached.

Don Lynch asked about office hours for the zoning inspector; he thinks set hours are needed.

Heath Kilburn talked to Rick Frazier regarding the cost of signs for the township. Wooden signs would cost about $500 per sign. Susan Ramsey said she would check into getting a price for a heavy gauge aluminum/vinyl type sign.

Ralph Blanton reported that Jon Peters has been laid off for the winter now.
The food pantry is pretty much back in order after repairs for the water damages.

At this time the three trustees were sworn in by the Fiscal Officer, Debbie Harper. Heath Kilburn and Ralph Blanton were sworn in for 4-year terms beginning January 1, 2018. Susan Ramsey was sworn in for the remaining two years of the term that will end December 31, 2019.

Fiscal Business
The Fiscal Officer had prepared checks #18821-18968, 92615-92629 which totaled $265,830.81.
The board examined the bills that were ready for payment and Heath Kilburn made a motion to pay the bills as presented. Susan Ramsey seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $136,019.92 which included receipts #9675 - #9697.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 8:00 P.M.
