Minutes December 12, 2017 meeting

The Salem Township Board of Trustees met December 12, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Blanton led all those present in the pledge to the flag.

The trustees read the minutes from the November 28, 2017 meeting and Susan Ramsey made a motion to approve these minutes. Heath Kilburn seconded the motion.

Fire Department
Chief Harrison presented the monthly report of runs for the month of November. They had several large fires with mutual aid from Hamilton Township.
Salem and Harlan Townships took part in a joint training recently.
The fire department budget for 4 years including 2021 was passed out. Chief said that the budget looked good and would like to revise the pay scale to be more in line with the surrounding fire departments. He proposed an increase of $.50 per hour for the part timers and $.75 per hour for the full time employees to be effective the first payroll in January, 2018. Heath Kilburn made a motion to approve this increase; seconded by Susan Ramsey.

Next, he explained he was doing everything to keep the employees we now have and would like to add 2 new full-time positions now and maybe a 3rd later. Susan Ramsey made a motion to approve adding 3 full time positions in the fire department in 2018. Heath Kilburn seconded the motion.

Chief Harrison reported that he had talked to 3 or 4 website providers with various costs.

Heath Kilburn then made a motion to increase the Fire Chief’s annual pay to $78, 016 to be effective the first pay in January, 2018. Susan Ramsey seconded the motion.

Heath Kilburn brought up tire collection and Ralph Blanton said he had talked to Terry Yeager at the Warren County Health Department. She is working on a grant for mosquito abatement that would include getting rid of old tires. She will contact the township in the spring.

Ralph Blanton brought up the current pay of the two full time township employees. He suggested increasing their pay by $.35/hour which would increase Greg Webb to $20.50 and Mike Gilbert to $21.50. Heath Kilburn made a motion to approve this increase to be effective the first pay in January, 2018. Susan Ramsey seconded the motion.

Mr. Blanton then reported that Rob Glancy had done some work on the barn where the trucks are kept. He had asked him to look into some new lighting for this building. To rewire the whole barn, the estimate was $2,500.00. No action was taken on this matter.

It was mentioned that a spot on S. Waynesville Road is washing out. It needs to be filled up with some rip rap. This will be taken care of this week.

Ralph Blanton brought up the cost of the dumpster at the maintenance building. He received a phone call from Republic Services, who services the dumpster, and was told there has been a computer glitch and we have been overcharged. They offered the correct price of $75.00 a month and will credit our account.

Heath Kilburn made a motion to approve these modifications; seconded by Susan Ramsey.

The Fiscal Officer had prepared checks #18969-19025, 92630-92638 which totaled $62,827.56.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $11,362.28 which included receipts #9698 - #9703.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:45 P.M. Susan Ramsey seconded the motion.
