Minutes December 26, 2017 Meeting

The Salem Township Board of Trustees met December 26, 2017 in regular session at the Salem Morrow Fire Station Conference Room for the purpose of transacting the business of the Township. President Ralph Blanton called the meeting to order at 7:00 P.M. with members Heath Kilburn and Susan Ramsey present. Blanton led all those present in the pledge to the flag.

Cemetery Updates

The trustees read the minutes from the December 12, 2017 meeting and Susan Ramsey made a motion to approve these minutes. Heath Kilburn seconded the motion.

Fire Department
Chief Harrison was not present, but asked that Trustee Blanton bring before the board a new part time employee, Bridget Oesterlin. Mr. Blanton asked the board to approve hiring her.
Heath Kilburn made a motion to add Bridget Oesterlin to the Fire Department roster; seconded by Susan Ramsey.

Ralph reported he had been dealing with a few road issues

Chief Harrison had called Ralph to let him know the $40,000 grant they had applied for through the BWC had been approved. The money will be issued in 2018.

Paul Morgan, a member of the group, Friends of Little Miami State Park, stopped by to talk about what they are doing currently. They take care of 50 miles of the bike trail, which includes the trail from Terrace Park almost to Xenia. He talked about trail upkeep and the financial situation. He said paving needs to be updated between Loveland and Morrow as it is the oldest section of the trail. He asked the board members to email our state senator and representative to request funding for this repaving. The group thinks this will help get the money for this expenditure.

Zoning – There was no zoning report for this period.

Signing off cycle checks:
Susan Ramsey made a motion to approve the trustees’ signing off cycle checks that are done with payroll when necessary. Heath Kilburn seconded the motion.

Trustees’ mode of pay:
Susan Ramsey made a motion to issue the paychecks to the trustees on a monthly cycle, with them turning in a time sheet showing the portions charged to accounts.
Heath Kilburn seconded the motion.

The Fiscal Officer presented the Temporary Appropriation for 2018 for the board to approve as follows:
General Fund $550,000 Motor Vehicle Fund $ 40,000
Gasoline Fund $300,612 Road & Bridge Fund $200,000
Cemetery Fund $ 40,000 Cemetery Bequest Fund $ 700
Street Lighting Fund $ 2,500 Fire District Fund $464,000
Zoning Fund $ 3,000 Ambulance Fund $ 30,000
Permissive License Tax $150,000
Total Temporary Appropriation $1,780,812.00

The Fiscal Officer had prepared checks #19026-19084, 92639-92651 which totaled $65,192.00.
The board examined the bills that were ready for payment and Susan Ramsey made a motion to pay the bills as presented. Heath Kilburn seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $22,315.47 which included receipts #9704 - #9730.

With no further business to come before the board, Heath Kilburn made a motion to adjourn the meeting at 7:25 P.M. Susan Ramsey seconded the motion.
