July 25, 2006   7:00 P.M. 

The Salem Township Board of Trustees met July 25, 2006 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with member Rob Glancy present. Dick Dare was on vacation.

Others present were Joe Mettey, Mr. And Mrs. Roy Prince and son, Frank Schlake, Bill Harrison, Ralph Blanton and Bob Blankenship.

The minutes were read and approved and posted in the township hall.

Roy Prince Zoning
Roy Prince was present to ask what the next step would be in his zoning appeal. He did not show up at the scheduled appeals board hearing, and without him being present, they did not have the meeting. Rob Glancy told him that Bruce McGary from the prosecutor’s office has given training sessions for the trustees and zoning boards so they can be up to date with how to handle the appeals process. Because there was no meeting, it has to be rescheduled and advertised again. Roy stated that Larry told him that he would call him personally and let him know what had happened, but he has not heard from him. Dick Kilburn stated he had talked to Bruce McGary and was told that the matter had to be decided by the zoning board of appeals.
Joe Mettey, a friend of Mr. Prince and former Deerfield Township trustee, asked what the next step would be if the zoning board of appeals denies the variance. Dick Kilburn told him that Bruce said the next step would be to go to Common Pleas Court with the matter.

Pete Christiansen Property
Frank Schlake brought up the matter of the Pete Christiansen property. He asked if anyone knew the status of the citation. Since the zoning inspector was not present, no update could be given.

Fire Department
Bill Harrison gave a brief update on the equipment purchases for the new fire truck. He said about half of the necessary purchases have been received. They should be able to get the truck in operation soon.

There was a written correspondence from Diane Franklin regarding the property at 5180 St. Rt. 123. She and her husband have been trying to get the property, which is next to their property, cleaned up over a year now. The county health department is involved now and they are working on it. The matter has been turned over to the prosecutor.

Cemetery Security
Rob Glancy reported that the security cameras for the cemetery have been ordered.

Donation From VFW to Fire Department
Bob Blankenship, on behalf of the Morrow VFW post, presented a check to the Fire Department in the amount of $200. They would like the money to be used for the Cadet Program.

Fiscal Business

Approval to pay bills
The clerk presented checks # 3888 through #3943 which totaled $29,822.26
The board examined the bills that were presented for payment and Rob Glancy made a motion to pay the bills as presented. Dick Dare seconded the motion.
Vote: Glancy, yea Dare, yea Kilburn, yea

For this reporting period the fiscal officer deposited receipts in the amount of $21,391.55
This amount included receipts #5370 through #5386.

With no further business to come before the board, Rob Glancy made a motion to adjourn the meeting at 7:30 P.M. Dick Kilburn seconded the motion.
