November 14, 2006   7:00 P.M. 

The Salem Township Board of Trustees met November 14, 2006 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with member Dick Dare present. Rob Glancy was absent.

Others present were Bill Harrison, Richard Bierley, Donald Lynch, Ralph Blanton and Fred LaFollette.

The minutes were read and approved and posted in the township hall.

Zoning
Donald Lynch
Mr. Lynch asked where things stood on his case. He stated he is working to get the place cleaned up
and has hired a new helper. The fence is 75% completed. He stated he has moved two trailer's to
the driveway side since they are sold. Richard Bierley, zoning inspector, stated that 8/19/06 is the
date Mr. Lynch signed for the registered letter containing his citation. The trustees gave him 60 additional days to be in compliance. Richard asked him what he planned to do with the junk vehicle in front of the property since the 60 days are up. He then asked the trustees where they stood on the matter. Dick Dare stated that at the last meeting they had agreed to move forward with action on the citation if the property wasn't cleaned up. Mr. Lynch is trying to find the title to the bus. Dick Kilburn stated he would be willing to give him an additional 30 days if he would either get it licensed or get rid of it. But, he also said, there wouldn't be any more extensions given after this 30 days. December 14 would be when this 30 day extension ended.

Miscellaneous Zoning
Richard reported he had received a complaint about a junk car. He is looking into that matter.
He is also working on a lot split on the old Daniels Farm. The owner wants to put up some accessory buildings and also split out the big white farmhouse into a 2-acre parcel separate from the rest of the property.
There was a call from a Mr. Armstrong requesting information on the Wilder property.

Catholic Cemetery
Fred had paperwork from the Archdiocese of Cincinnati regarding the old Catholic Cemetery. He questioned what they wanted in the way of markers and repairs to any existing markers. Bruce McGary is working on this matter.

Loeb Foundation Grant
Fred told the board that the fire department has received notification that they have been awarded $30,000 this year from the Loeb Foundation. It is budgeted for making the June,2007 payment on the new fire truck.

Fire Department/Road Report

Personnel Matters
Fred told the board that there were three names that he was requesting to be removed from active employment. Max Smith, who has been with the department for several years, has gotten a full time job with another department. The other two names to be removed are Rob States and Phil Hall.
Dick Dare made a motion to remove these three names from active employment with the Salem Morrow Fire Department as requested by the Fire Chief. Dick Kilburn seconded the motion.

Fred mentioned that he has enough work to keep Patty and Tim busy through Thanksgiving or to the end of the month. The board told him to use them as much as they were needed.

The garage door on one of the township buildings needs to be replaced. Fred will get some prices.

Fred mentioned that bill has been working on the contract with Washington Township. The current 3-year contract ends this December. He has increased as in previous years at $500 a year, making the new amounts for the next three years $8,000, $8,500, and $9,000. They also put into the contract that they could bill the insurance companies when they are present at an accident scene for a long period of time. They discussed this with Keith Anderson. The next Washington Township meeting is November 27th. The fire department would like a couple of the trustees to be present with them at the meeting.

It was mentioned that there is a water problem at the intersection of Anderson Road and St. Rt. 123. The water is backing up at the edge of the road.

Dick Dare brought up the planned meeting with the Warren County Health Department concerning proposed changes to the requirements for septic systems. He thinks they should go to this meeting. It is tomorrow night, November 15th from 6-8 PM at the office of the health department.

Fiscal Business

Approval to pay bills
The clerk presented checks # 4338 through #4386 which totaled $30,224.19
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $21,963.52
This amount included receipts #5504 through #5519.

With no further business to come before the board, Dick Dare made a motion to adjourn the meeting at 7:30 P.M. Dick Kilburn seconded the motion.
