The Salem Township Board of Trustees met January 9, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Kilburn called the meeting to order at 7:00 P.M. with members Rob Glancy and Dick Dare present.

Others present were Bill Harrison, Fred LaFollette, Ralph Blanton, Frank Schlake, Donald Lynch, Dave Opperman and Lee (no last name given).

The minutes were read and approved and posted in the township hall.

Election of Officers
The first item of business was to elect a chairman for 2007. The fiscal officer opened the floor to nominations and Dick Kilburn nominated Dick Dare for the office of Chairman. There were no other nominations so nominations were closed.

Dick Dare then nominated Rob Glancy for the office of Vice-Chairman. Nominations were closed and the vote was as follows: Dare, yea Kilburn, yea Glancy, yea

Operations
Dick Dare made a motion to set the meeting dates for the Board of Trustees as the 2nd and 4th Tuesdays of each month with the exception of the month of December, when the 2nd meeting will take place on Wednesday, December 26. The starting time of each meeting is set as 7:00 PM. Dick Kilburn seconded the motion. Vote: Dare, yea Kilburn, yea Glancy, yea

Dick Kilburn made a motion to set the rate of mileage reimbursement at $.48 cents per mile. Rob Glancy seconded the motion. Vote: Kilburn, yea Glancy, yea Dare, yea

The fiscal officer told the board that the trustees’ salaries would be paid from the Gasoline Fund, the Road & Bridge Fund and the General Fund; with 1/3 coming from each fund for the year.

Safety Policy
Fred talked about the suggestions from the insurance company and the BWC for improvement of the safety issues in the township. This year they suggested the township adopt a safety policy. He presented a concise safety policy that the township could follow. It would be posted in the firehouse and the township buildings. After looking it over, Rob Glancy made a motion to pass Resolution 07-0109 for Salem Township to adopt a Safety Policy to follow making it possible to reduce accidents in the course of doing business. The policy will be posted in all township buildings and the fire department buildings as well.
Dick Dare seconded the motion.

It was mentioned that Fred and Dick Dare went to Twin Lakes and found there were still problems with the ditches and culverts. They took a copy of the old punch list to check out those issues and took pictures of the water standing in several areas.

St Malachy Cemetery
On the matter of the Catholic cemetery, the county has said they will help with the surveying. They just did not know when they would get to it. The prosecutor’s office sent a letter to the township stating it would be necessary for the township to accept the cemetery into it’s care. The money that is in their account will be turned over to the township and according to the prosecutor; it may be placed in the township’s cemetery fund as long as it is used for the upkeep of the St. Malachy Cemetery. After having all issues settled on the matter and at the suggestion of the Warren County Prosecutor, Rob Glancy made a motion to accept the transfer of the St. Malachy Cemetery on Morrow Woodville Road from the Archdiocese of Cincinnati into the care of Salem Township. Dick Kilburn seconded the motion.

Rob Glancy mentioned the water problems on Anderson Road. He thinks the crew needs to check out and clean the ditch along the entire length of the road.

Signs were delivered for use along the Wayneville Road/Halls Creek curve. They will be install as quickly as possible.

Approval to pay bills
The fiscal officer presented checks # 4594 through #4635 which totaled $15,136.12
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $11,304.59
This amount included receipts #5558 through #5565.

Executive Session
Rob Glancy made a motion to adjourn to executive session at 7:25 PM for the purpose of discussing personnel issues. Dick Kilburn seconded the motion. All in favor.

At 7:40 PM Rob Glancy made a motion to adjourn the executive session and reconvene the regular meeting. Dick Kilburn seconded the motion. All in favor

At this time, Dick Kilburn made a motion to increase the salaries for the Fire Chief and Assistant Fire Chief in the amount of 3%. This would make the bi-weekly salary of the Fire Chief $2,183.60 and the Assistant Fire Chief would increase to $1,798.80 bi-weekly. Dick Dare seconded the motion.

Noise complaint
Dick Kilburn received a complaint from a Mr. Doyle, resident of Shadow Lawn, about the noise being made by people riding 3-wheelers. Dick Kilburn will call him and tell him the township doesn’t have a noise ordinance and cannot do anything about the matter.

With no further business to come before the board, Rob Glancy made a motion to adjourn the meeting at 7:45 P.M. Dick Kilburn seconded the motion.
