June 26, 2007,     7:00 pm

The Salem Township Board of Trustees met June 26, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with members Dick Kilburn and Rob Glancy present.

Others present were Bill Harrison, Fred LaFollette, Richard Bierley, Donald Lynch, Mike Kassalen, Lee Short, Mr. & Mrs. Contner, Danyrae Lockwood and Mrs. Opperman.

The minutes were read and approved and posted in the township hall.

Cemetery Update

Zoning
Mr. Contner had a proposal for the sign problem to give to the zoning inspector to see if they met zoning requirements.

Dick Dare told Mr. Lynch that before he brought up any issues, Bruce McGary of the prosecutor’s office told the trustees not to have any conversations with Mr. Lynch regarding any zoning issues because of the legal case now in court.

Richard stated he would do some measuring for the Contners’ sign to see if it will work out with the proposed changes.

Bob Daumeyer called Richard about the Miracle property. He said there was a carnival ride on the property again. Richard will go check it out.

Township Maintenance
Fred asked the board about sealing on Lake and Salem Roads. The estimated cost was $7,140. After a brief discussion, Rob Glancy made a motion that the township go ahead with the crack sealing of Lake and Salem Roads. Dick Kilburn seconded the motion.

Concerning the county paving project, Fred stated he thought it would be started sometime in July.

The surveying of the St. Malachy Cemetery has not been done yet. Fred told the board he would check on it.

Dick Kilburn mentioned that the field across from the Cress property has not been mowed yet. It was the general opinion of the board that since they requested Mr. Cress to mow his field, that the owner of the other field should also be asked to mow.

Update on Cemetery
The board asked if there has been any more vandalism in the cemetery. Fred reported that another vase was stolen and that there was a report that someone had heard motorcycles going through the cemetery. He couldn’t find it on the security tapes. He said he checks it every so often and no activity has shown on the tapes that he has checked.

Fire Department
There was no new business concerning the fire department.

Executive Session
At 7:13 P.M. Dick Kilburn made a motion to adjourn to executive session for the purpose of discussing personnel matters. Rob Glancy seconded the motion.

Dick Kilburn moved to adjourn the executive session at 7:32 and reconvene the regular meeting. Rob Glancy seconded the motion.

At this time Dick Dare made a motion to pay Lee Short $100 per month as a consultant on zoning matters to be effective July 1, 2007. Mr. Short will bill the township.
Dick Kilburn seconded the motion.

Rob Glancy made a motion to appoint Mike Kassalen as an assistant zoning inspector effective July 1, 2007 at the rate of $100 per month salary and $50 per month gas allowance. Dick Kilburn seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 5203 through #5258 which totaled $43,975.96.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn
seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $25,858.69
This amount included receipts #5740 through #5758.

At this time, Fiscal Officer Debbie Harper administered the oath of office to the newly appointed assistant zoning inspector, Michael Kassalen.

With no further business to come before the board, Dick Kilburn made a motion to adjourn the meeting at 7:37 P.M. Rob Glancy seconded the motion.
