The Salem Township Board of Trustees met July 10, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with members Dick Kilburn and Rob Glancy present.

Others present were Fred LaFollette, Richard Bierley, Donald Lynch, Ralph Blanton and Mr. Contner.

The minutes were read and approved and posted in the township hall.

Real Estate Tax Exemption
Ralph Blanton updated the board on the tax status of the 5-acres purchased for the building of a new firehouse. He told the board he had gone to the county auditor’s office to check on the status and was told that as long as there was a crop on the land, the township could not apply for tax exemption. He also checked on the township parcels. Taxes are still being paid on 2 parcels. He will start the process to get tax exemption on these 2 remaining parcels.

Mr. Contner had a new proposal for the sign problem to give to the zoning inspector to see if they met zoning requirements. He brought a drawing that combined his sign with the existing All State Insurance sign. He and Richard will work to see if they can figure something out that will fall under the zoning code.

Township Maintenance
Fred reported that the sealing project for Lake and Salem Roads should be started around August 14th. Also the county should start its paving project sometime this month.

Speed study for McIntire & Ireland Roads
Dick Dare received a letter from the Warren County Engineer’s office asking the township to approve through the passing of a resolution a speed study on Ireland and McIntire Roads. This study would be by approval of Hamilton Township also because the two roads are located in parts of both townships. Rob Glancy made a motion to pass Resolution 07-0710A requesting the Warren County Engineer’s Office to make an engineering and traffic investigation upon the roads of McIntire and Ireland, and
Whereas, it is the belief of this Board that such investigation will confirm the allegation that the statutory speed limit is unrealistic,
Therefore be it resolved by the Board of Salem Township Trustees that the Director of Highways will determine and declare a reasonable and safe speed limit on McIntire and Ireland Roads and that when the Board is advised that a safe and reasonable speed has been determined, standard signs, properly posted and giving notice thereof, will be erected.
Dick Dare seconded the motion.

Lynch Case
Donald Lynch came before the trustees stating he had been to the doctor three times lately and will go tomorrow for a CAT scan. He cited his medical problems as a reason to request an extension on his zoning hearing. The board told him they could not discuss the case in any manner per instructions from the prosecutor’s office.

Dick Kilburn mentioned he noticed the weeds weren’t cut yet at the residence on Ward Road. Richard stated he had gone by and noted there were also junk cars in the field.

Richard told the board he had driven by the Miracle property and did not see anything out of place. Dick Kilburn also has driven by and did not see anything that would be a zoning problem.

Dick Dare mentioned that Dan Browning had asked him about the lock on the gate at the end of Ward Road that connects to his property. He would like to have it removed so he can use that entrance/exit for his fields.

Resolution for Fiscal Year 2008 Budget
The fiscal officer presented the proposed budget for fiscal year 2008. After a brief discussion about some of the funds, Dick Kilburn made a motion to pass Resolution 07-0710B to approve the budget as presented and submit for consideration to the county budget commission.
Rob Glancy seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 5259 through #5323 which totaled $55,172.20.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn
seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $24,179.47 This amount included receipts #5759 through #5772.

With no further business to come before the board, Rob Glancy made a motion to adjourn the meeting at 7:31 P.M. Dick Kilburn seconded the motion.
