The Salem Township Board of Trustees met August 14, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with members Dick Kilburn and Rob Glancy present.

Others present were Fred LaFollette, Bill Harrison, Ralph Blanton, Dave Contner, Lee Short, Mike Kassalen, Danyrae Lockwood, Kirk Ramsey, Larry Conger and Paul Rodenbeck.

The minutes were read and approved and posted in the township hall.

Cemetery Update
There were no changes to the cemetery records for this period.

Proposed Fire House
Larry Conger, of GC Contracting Corporation, presented his company as a possible general contractor for the building of the firehouse if the levy passes in November. He attended the open work session and talked to the board and Fred about what they wanted for the new building. They also talked about getting a rendering of the proposed building to use for campaign purposes. He told the board that his company worked on commercial and industrial projects and offered construction management services. The fee for this service is 6.5%. At this point Dick Dare made a motion to hire GC Contracting Corporation to serve as the construction manager of the firehouse project if the levy passes. Rob Glancy seconded the motion.

Zoning
Blue Crane Subdivision
Paul Rodenbeck who was representing the developer of the old Bishop property told the board that the developer had purchased an additional 20 acres from the neighboring property. He was there to ask approval for the changes; however, they had not done a plat with the added acreage and had not had it approved by the county. He was told it was a zoning issue still and should discuss it with Lee and Mike Kassalen to make sure the proper steps were taken.

Contner Sign
Dave Contner wanted to find out if his sign met code, but Richard Bierley was not present to tell him. He knows it was inspected and thinks it is only a few inches off which can be fixed by grading around the bottom. He then asked if he needed any permits to add a drive thru to the business. He was told that was not an additional building and would not need a permit.

Lynch Property
It was noted that the Scheduling Order for the zoning enforcement case against Donald Lynch was received from the Warren County Prosecutor’s Office.
Other Zoning
Mike Kassalen turned in one building permit for this time period.

Paperwork for Firehouse Levy
Ralph Blanton brought the paperwork from the Prosecutor’s Office for the resolutions for the levy. One was the resolution in legal language for the resolution passed at the last meeting declaring it necessary to levy a tax in excess of the ten-mill limitation. Rob Glancy made a motion to pass Resolution 07-0814 requesting the county auditor certify to Salem Township (1) the total current tax valuation of Salem Township; and (2) the dollar amount of revenue that would be generated by a specific number of mills.
Dick Kilburn seconded the motion.

Road and Fire Department Items

Fred LaFollette reported that the paving was done on Pinecrest. It went over the estimate by approximately 150 tons.

It was noted that the large trees were taken down on Woodward Claypool Road as approved at the last meeting. There is a little clean up work to do to get up the chips.

Fire Department
Assistant Chief Harrison submitted a request for the board to approve the hiring of Jesse Bogie as a part time employee. He graduated from the Firefighter/EMS unit at the Warren County Career Center.
Dick Kilburn made a motion to approve the hiring of Mr. Bogie. Rob Glancy seconded the motion.

The cadet program was mentioned and Bill told the board that there were three former cadets who are still working for them.

Chief LaFollette reported they have initiated the Knox Box program for elderly residents. So far they have installed one key box.

Fiscal Business

Street Lighting Resolution
Debbie presented the certification of special assessments for the street lighting districts in Salem Township for the 2007 tax duplicate. There are currently three street lighting districts in the township.
Rob Glancy made a motion to pass Resolution 07-0814A to approve the Assessment for artificial street
Lighting in the lighting districts of the Township for a period of one (1) year. Dick Kilburn seconded the motion.

Appropriation Modification
Debbie requested the board approve the following modification to the appropriations:
Increase 14A01 Salaries $67,000
Decrease 14A04 Tools & Equipment $67,000
Dick Kilburn made a motion to pass Resolution 07-0814B approving the modification to the appropriations as requested by the Fiscal Officer. Rob Glancy seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 5400 through #5445 which totaled $25,398.59
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Rob Glancy seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $12,692.57
This amount included receipts #5794 through #5803.

With no further business to come before the board, Rob Glancy made a motion to adjourn the meeting at 7:50 P.M. Dick Dare seconded the motion.
