The Salem Township Board of Trustees met August 28, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with members Dick Kilburn and Rob Glancy present.

Others present were Fred LaFollette, Bill Harrison, Ralph Blanton, Lee Short, Danyrae Lockwood, Kirk Ramsey, Jene Sharpe, Donald Lynch and Ron Brinkman.

The minutes were read and posted in the township hall. A correction was noted that G/C Contracting was hired for design consulting, not as a general contractor.

No one in attendance had anything to bring before the board so the meeting went on to regular township business.

Dick Dare presented a letter that he and the other two trustees were signing and sending to Don Tharr, who is farming the 5-acre site of the proposed firehouse. The letter tells Mr. Tharr, that due to the fact the township cannot get tax exempt status on that land if it is being used to make a profit, they will not rent it out for farming next year.

Fred reported that they had done a turn around at the dead end of Woodward Claypool Road for the school. They will pay for materials.

It was mentioned that a place on Halls Creek Road below where the concrete blocks were placed is washing out. Fred has contacted the county engineer’s office and Jeff Jones is going to come look at the problem. Also Shawhan Road is moving again where the pins were nail driven last year.

Zoning
Lee Short made a proposal to the board to have Mike Kassalen and Richard Bierley switch positions in the zoning office. He said Mike is taking care of all the calls now and working up permits. Dick Dare made a motion that effective September 1, 2007, the trustees would appoint Mike Kassalen as the zoning inspector and Richard Bierley would become the assistant zoning inspector, with each receiving the proper salary for the position that he is filling. Rob Glancy seconded the motion.

Lee reported that they have had a few complaints and have taken care of them.

Update on G/C Contracting
Rob Glancy reported that he had talked to Bruce McGary regarding pay forms for the work to be done by G/C Contracting. The prosecutor’s office has forms that the township can use stating what the contractor services will include. The contractor had used the term construction manager services, but until the levy passes those actual services cannot be contracted out. Mr. McGary also advised that if the levy passes, it must be made known that the township is looking for that type of company so that proposals can be received from several companies and then the township could award a contract.

Road & Fire Departments
Fred LaFollette mentioned that the crack sealing work on Lake and Salem Roads had been scheduled for the end of this month.

Rob Glancy asked about getting a sign made for the site of the proposed firehouse. This would be a way to let the township residents know where the firehouse will be located if they pass the levy to build it. Performance Graphics was mentioned as a possibility for having the sign made.

Fiscal Business

Approval to pay bills
The fiscal officer presented checks # 5446 through #5505 which totaled $39,768.63
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Dick Kilburn seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $24,684.00
This amount included receipts #5804 through #5819.

With no further business to come before the board, Dick Kilburn made a motion to adjourn the meeting at 7:30 P.M. Rob Glancy seconded the motion.
