The Salem Township Board of Trustees met October 9, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with member Rob Glancy present.
Dick Kilburn was on vacation.

Others present were Fred LaFollette, Bill Harrison, Lee Short, Kirk Ramsey, Donald Lynch, Mike Kassalen, Rick Lovins, Gene Sharpe, Al Cornett, John Leesemann, Ralph Blanton, Gary Paynter, Bill Caldwell and Bruce McGary.

The minutes were read and posted in the township hall.

Cemetery Update
There were no updates to the cemetery records for this time period.

Street Light Request.
Gary Paynter and Bill Caldwell, residents of Ward Road, came before the board to request a street light be installed on their end of Ward Road. Mr. Paynter’s house was recently broken into and robbed. They felt that lighting in the area would help prevent future break-ins. Dick Dare made a motion to install a street light on Ward Road around or between the houses located at 4541 and 4511 Ward Road. Rob Glancy seconded the motion. Vote: Dare, yea Glancy, yea

Donald Lynch Case
Mr. Lynch asked if there was a way to get a review of the zoning code. He questioned the 135 foot frontage requirement. He also mentioned the traffic problem that was caused by an event held at David Smith’s Workshops. He stated if there were the estimated 9,000 to 17,000 people in attendance, it was exceeding the residential limitations. He wanted to know where to go to request a review of the current zoning code. Rob Glancy told him there isn’t a public review of the code. The Salem Township Zoning Commission is who works on reviewing and revising the code.

Mike Kassalen turned in two new housing permits.

Fire Department Levy
Ralph Blanton brought copies of the rendering of the proposed fire house. He said the levy committee is working on getting out a mailing to get the facts to the voters.

Executive Session
At 7:15 PM Rob Glancy made a motion to adjourn into executive session per ORC Section 121.22 for the purpose of discussion pending litigation with legal counsel. Dick Dare seconded the motion. Vote: Glancy, yea Dare, yea

Rob Glancy made a motion at 8:30 to adjourn out of executive session and return to the open meeting with no action taken. Dick Dare seconded the motion.

Roads/Fire Department

Fred LaFollette asked the board if he could use the summer workers to do some painting as things slow down in the cemetery. The trustees approved this request.

He reminded everyone that there would be a fish fry on November 2nd to support and promote the fire levy.
Dick Dare asked him if they needed any help with folding the mailers. He said the trustees would help if needed.

Fred stated that Phil Ginther from the county engineer’s office had called him concerning Lakeside Park. Mr. Ginther told Fred that everything had been fixed and that the roads were ready for the township to accept. Fred drove out and looked over the problems and couldn’t see that anything had been done other than some dirt had been thrown around the problem area. He also checked out Morrow Meadows because Mr. Ginther had said it also was fixed. But, again, he only saw some dirt around a catch basin. Until it rains and they can check out the drainage, he said it isn’t possible to tell if the problems had been solved.

Bill Harrison asked the board’s approval to hire a part time fire department employee, John Thomas Rose. Rob Glancy made a motion to hire Mr. Rose pending the outcome of drug testing and physical exam. Dick Dare seconded the motion.

Debbie had an invoice from Dryco Electronics for the security cameras at the cemetery. On the invoice it stated the equipment was available for purchase rather than renting it each month. After a brief discussion, Rob Glancy made a motion to purchase the cemetery security cameras instead of renting them. Dick Dare seconded the motion.

Fiscal Business

Approval to pay bills
The fiscal officer presented checks # 5610 through #5651 which totaled $24,186.38.
The board examined the bills that were presented for payment and Dick Dare made a motion to pay the bills as presented. Rob Glancy seconded the motion.

For this reporting period the fiscal officer deposited receipts in the amount of $50,331.95
This amount included receipts #5851 through #5858.

With no further business to come before the board, Rob Glancy made a motion to adjourn the meeting at 8:45 P.M. Dick Dare seconded the motion.
