December 11, 2007 Minutes

The Salem Township Board of Trustees met December 11, 2007 in regular session at the Township Hall for the purpose of transacting the business of the Township. Chairman Dick Dare called the meeting to order at 7:00 P.M. with member Dick Kilburn present.
Rob Glancy was absent

Others present were Lee Short, Kirk Ramsey, Donald Lynch, Mike Kassalen, Ralph Blanton and David Opperman, Bill Harrison, and Fred LaFollette.

The minutes were read and posted in the township hall.

Cemetery Update

Zoning
Mike Kassalen submitted two building permits for this period.

Donald Lynch asked about the discussion held on 5/22/07 with the trustees regarding papers he submitted referring to various issues. He was again told that because of the current lawsuit, he would have to take any matters to the county prosecutor’s office.

Roads/Maintenance
Fred brought up the issue of welding jobs. He told the board that Greg Webb can do some of the welding jobs on site, but they need a welder for him to do these small jobs. Dick Dare made a motion to purchase a welder so that these small jobs could be done by Salem Township employees. Dick Kilburn seconded the motion.

Fire Department
Fred stated that Ralph Blanton had been with the Fire Department for a long time and requested that he be promoted to the rank of Captain. Dick Dare made a motion to approve this request and bestow the rank of Captain to Ralph Blanton. Dick Kilburn seconded the motion.

Dick Kilburn suggested that after the first of the year, there be a meeting where the trustees could meet the firemen. Kirk stated he would also like to meet the maintenance crew since he does not know them. The firemen meet on Monday nights so it was agreed that the trustees could attend one of these Monday night meetings.

Bill Harrison requested that the board terminate the employment of Brian Ramge due to discipline problems. Dick Dare made a motion to discharge Brian Ramge from the fire department roster effective immediately. Dick Kilburn seconded the motion.

Bill reported the fire department had been notified that they did receive a FEMA grant in the amount of $70,000 for the purchase of a new air trailer. He is working on getting a bid packet out to get this process moving.

Miscellaneous
Fiscal Business

Resolution 07-1211 Appropriation Modification
Debbie requested that the board approve the following appropriation modification:
Decrease 10A01 Fire Fund Salaries $10,000
Increase 10A02 Fire Fund Retirement $10,000

Dick Dare made a motion to pass Resolution 07-1211 to approve the appropriation modification as requested by the Fiscal Officer. Dick Kilburn seconded the motion.

Approval to pay bills
The fiscal officer presented checks # 5833 through #5879, 97024-25 which totaled $35,590.07.
The board examined the bills that were presented for payment and Dick Kilburn made a motion to pay the bills as presented. Dick Dare seconded the motion.

Receipts
For this reporting period the fiscal officer deposited receipts in the amount of $14,084.33. This amount included receipts #5914 through #5923.

With no further business to come before the board, Dick Kilburn made a motion to adjourn the meeting at 7:15 P.M. Dick Dare seconded the motion.
